Position Summary
Serves as a consultative talent partner to business areas. Interfaces with hiring managers and outside contract resource vendors as a full life cycle recruiter.

Duties and Responsibilities
Executes all aspects of the recruiting process for assigned positions, including posting, sourcing, screening, scheduling, and presenting and closing offers. Recruits for positions at all levels across the organization for both internal and external hires.
Actively supports ERIE's diversity recruitment efforts, including developing and nurturing relationships with community related organizations and implementing strategic initiatives for recruiting diverse talent
Partners with hiring managers to anticipate and meet the evolving needs of the business to deliver best talent to the organization. Develops a pipeline of qualified candidates to meet current and future demands of the business. Develops creative recruitment marketing and sourcing strategies/techniques to promote ERIE as an employer of choice.
Serves as subject matter expert and consultant to business areas on talent needs. Provides education to hiring managers on industry hiring trends and competition, interviewing techniques, recruitment processes, etc.
Administers and coordinates all assessments and pre-employment checks. Coordinates relocation and other benefits according to ERIE's policies.
Designs and implements recruitment plans for key staffing initiatives. Establishes and maintains liaisons with external recruitment vendors and evaluates vendor hiring performance
Researches, recommends and participates in industry relevant events, including campus recruiting and events hosted by professional organizations.
Develops strong relationships and partners with hiring managers, business leaders and HR partners. Works with the Law division on citizenship and immigration services, and contract and vendor guidelines.
Leads projects across the department and division.
Tracks and reports key metrics to measure recruitment cost and effectiveness.
Provides mentorship and guidance to other recruitment staff on social media usage, sourcing strategies, negotiating offers, project work, etc.
Applies industry knowledge and best practices to make continuous improvements to the recruiting processes and standard operating procedures.

Qualifications
Bachelor's degree in business, human resources or related field, required. In lieu of a Bachelor's degree, four additional years of related experience required.
Five years experience in recruiting, or a related field, required.
Supervisory or management experience preferred.
Experience recruiting for executive and general management, technical insurance, finance, information technology or other highly technical candidates required.
Thorough knowledge of employment law and regulations required.
Experience working with external recruitment vendors required.
Proficiency with word processing, database, presentation and spreadsheet software required.
Familiarity with applicant tracking software preferred.
Occasional travel required.
Valid driver's license required.
