Job Summary
The Environmental, Health, and Safety Specialist will be responsible for insuring compliance regarding environmental health and safety that meets JLL, client and statutory requirements.
The EHS Specialist will develop, document and implement programs for the Client account. This position will provide guidance and support to JLL site management, operations program owners and site personnel to ensure compliance with EHS requirements. The EHS Specialist will be required to implement and maintain JLL EHS policies, procedures and programs at the Client account. The delivered EHS program must assure systematic plans for daily management and improvement with effective reporting and progress review methods.
The EHS Specialist must understand state and local requirements along with the Critical Performance Indicators and Key Performance Indicators related to customer expectations in this area. The objective is to deliver EHS at the Client site in a manner that protects all personnel and property while avoiding loss, building Client trust and providing business continuity.
Job Responsibilities
Compliance
• Provide compliance assurance with JLL and regulatory requirements regarding environmental health and safety.
• Develop and implement comprehensive EHS programs and initiatives that comply with regulatory requirements and promote employee participation and accountability. Examples include contractor safety, isolation of hazardous energy, chemical management, and emergency procedures, among others.
• Identify, eliminate, and control hazardous conditions that may lead to injury and/or property damage using safety standards, best management practices, and analytical techniques.
• Assist Operations in performing job safety analysis and developing safe work procedures.
• Conduct safety inspections and implement corrective actions.
• Collect data, provide information and reports as needed to support the Client’s compliance programs.
• Monitor recordkeeping and reporting performance for Risk related requirements and objectives.
• Ensure that appropriate site and business specific programs are implemented, documented and standardized to effectively and efficiently meet CPI/KPI’s and legal requirements. Programs must comply with regulatory, client and company requirements.
Site Support
• Work with Operations and Engineering Staff to review and Job Hazard Analyses for defined tasks.
• Provide construction and project EHS oversight
• Support the Operations and Engineering Staff to review JHAs and Contractor HASPs when necessary
• Provide guidance and oversight of environmental recordkeeping and compliance supervision
• Work with operations and engineering teams to perform hazard (Risk) assessments and evaluations; implement risk reduction/mitigation strategies as appropriate.
• Provide for EHS performance data contributing to account-wide EHS performance dashboard.
• Participate and conduct EHS audits across sites.
• Participate in incident investigation, root cause analysis, recordkeeping, and follow-up. Make recommendations for prevention based on results of investigations.
• Assess and identify appropriate resources and equipment necessary to fully support EH&S objectives.
Vendor Collaboration
• Inspect vendor operations using prescribed protocols.
• Assure Vendor register to Avetta and comply to the program requirment
• Collaborate with JLL vendor partners to assure they operate their businesses in compliance with JLL/Account requirements while on-site.
Training
• Develop and conduct training in compliance with regulatory requirements and company policies. Ensure proper documentation of training.
Procedure Implementation
• Collaborate with site JLL EHS Site Manager to develop and implement Standard Operating Procedures required to meet all EHS compliance for the site. Drive implementation of EHS initiatives regarding high risk activities such as Confined Space Entry, Electrical Safety, LO/TO and Elevated Work.
• Support incident investigations including root cause analysis if required.
Knowledge, Skills & Abilities
• A minimum of five years of experience working with EHS compliance and management systems preferably within facility operations. EHS experience in biopharmaceutical, research or maintenance operations is highly desirable
• College degree in related field or equivalent experience preferred. Knowledge of safety requirements, fundamentals of safety education, industrial safety, risk management, and the application of data automation to the safety function highly desired.
• Has knowledge or is willing to learn regulatory requirements that apply to facilities management (DEQ,OSHA, EPA, NFPA, DOT, ASME, etc.).
• Good work ethic and interpersonal skills.
• Excellent communication and organizational skills.
• Ability to work well with others at all levels and across organizations. Must be able to get results through others without having direct reports.
• Ability to work well with minimal supervision.
• Proficient in basic computer applications and software such as MS Office programs, Outlook, etc.
• Success working with subcontractors/vendors supporting mutual safety objectives.
• Proven track record of success executing high hazard prevention programs; specifically: LO/TO, electrical safety, confined space entry and fall protection.
• A proven track record managing regulatory compliance
