Responsibilities:
• Responsible for the daily engineering management of the data centers operations and the management of Chief Engineers and their respective staff.
• Understand skills/resources available and effectively delegate to and leverage talent most effectively for business-as-usual and during crisis management.
• Understand Real Estate and IT organization and effectively manage relationships with key clients.
• Maintain strong relationships with firm client; account Property, Project, and Procurement team leaders; Area Engineering & Operations Managers; Environmental, Energy & Training national managers; Regional Directors, Technical Support, Platform, Procurement, National Projects Director and Human Resources Managers.
• Manage union relations (if under CBA) ensuring a strong working relationship with Union Business Agents and JLL Labor Relations Attorneys. Ensure that any union issues and grievance responses are handled professionally and within contract requirements. Experienced and well versed with negotiating Collective Bargaining Agreements.
Technical Oversight:
• Provide technical oversight to support Property, Project & Procurement Management Teams in the delivery of maintenance, projects and vendor activities supporting the critical operations, particularly aimed at ensuring these teams are up to date on client requirements in order to proactively avoid critical incidents.
• Provide technical training and oversight to Property and Project Teams.
• Work with Regional Critical Facility Teams to ensure compliance to proper closeout and commissioning requirements are being followed including the collections and archiving of all necessary critical documents. Commissioning management is essential.
• Ensure that regional Critical Facility Teams are properly maintaining archives of drawings, schematics, equipment operations manuals, warranty documents and other critical information via 360 and OneView.
• Communicate with Site Teams to ensure participation in critical facility planning activities as related to site remodeling, new system construction, facility infrastructure upgrades or other related projects.
• Ensure site teams, vendors and contractors are complying with critical change management processes to insure building infrastructure is not compromised in any way or the buildings operation is not unduly interrupted as a result of project or maintenance activity. Management of the MCIM and change process.
• Develop Energy Standards and reduction projects, as well as oversee implementation of national environmental & energy goals.
Maintenance and Operation Requirements:
• Ensure that CMMS/MCIM is being properly administered and all planned work orders are completed within JLL and client required timelines and critical maintenance bulletins.
• Monitor that annual training goals are established, well communicated to regional teams and training progress reports (tracker) are communicated and posted on Engineering OneView website.
• Manage safety program goals and properly communicate that all safety training is completed as required by audit and client requirements.
• Oversee that all vendors and contractors are trained to Critical Awareness Process (CAP) requirements and that training records are maintained.
• Manage the Problem Management Process for your region to assure strict accountability to JLL standards and processes. Oversee staff and vendor resources during crisis management and be available to respond to support operations & client teams on a 24/7 basis.
Financial Management:
• Ensure that all sites complete their Capital & Major Repair budgets within the appropriate timelines. Manage R&M budgets for your respective region.
• Oversee that all client cost savings goals are tracked on a regional basis and reported as required by client.
• Responsible to PM to assure regional teams are staying within annual budget guidelines.
Legal and Regulatory Compliance:
• Ensure that all union agreements are reviewed by Jones Lang LaSalle Legal Department and Human Resources.
• Oversee that all regional teams are operating within environmental requirements and that all Federal, State and local reporting is being completed as required on a monthly or quarterly basis. Maintain records as required by audit process and assure strict accordance with local laws.
• Oversee that all regions are performing regular testing of equipment & building systems as mandated by client, Federal, State or Local Agencies.

Qualifications
• Oversee that all sites manage compliance with JLL Operations audits, EOPM, MCIM and Life Safety compliance programs.
• Collaborate with national team members to meet annual POA objectives and KPI goals. Oversee that Regional Teams meet or exceed KPI for client impact incidents and critical maintenance goals. Always focusing on maintaining a goal of 100% Critical Facility Uptime.
• Manage building operations through a highly integrated facilities management team to assure high infrastructure availability.
• Develop and implement a Critical Environment Management program reflecting client requirements and industry best practices.
• Develop operational guidelines for client’s critical environments to be implemented by our Engineering and Facilities Management teams.
• Monitor performance against key performance indicators including uptime and business interruptions.
• Monitor work order and performance across the portfolio, working collaboratively to address issues and ensure closure times meet KPI targets. Work with the client and Facility Managers to prioritize work to ensure uptime.
• Manage departmental staff (union and non-union), including selection, scheduling and job assignments; counseling, appraisals and recognition; recommending salary, promotional, disciplinary, termination, and other personnel actions.
• Understand the engineering design and operational aspects of all facility’s systems and equipment. Strong emphasis on UPS, SEP, MEP systems and raised floor computer environments.
• Must be able to immediately recognize system shortcomings, respond to operational and emergency situations, and provide technical guidance and direction during real time problem management. Also must be able to act in a consulting capacity on projects and new design.
• Work collaboratively with the Energy Management team to develop programs that reduce energy consumption and increase sustainable practices.
• Manage CMMS/MCIM for all facilities to assure on time pm completion and adherence to maintenance standards.
• Provide training and support aimed at expanding the capabilities of the operations and maintenance staff, specific duties include and are not limited to: demonstrating the proper use and care of tools and instruments, giving hands on instruction in basic maintenance, safety and troubleshooting procedures, recommending relevant outside engineering courses for enrollment and instilling an overall level of professionalism in manner and appearance.
• Manage and monitor construction and repair projects assigned by client.
• Support operations and capital budget development to ensure critical environment considerations are met.
• Recommend and estimate facility infrastructure repairs and improvements for inclusion in the annual budget.
• Comply with departmental policy for the safe storage, usage and disposal of hazardous materials.
• Maintain a clean and safe workspace.
• Perform other duties as assigned.
• Serve as the day-to-day contact with the owner’s representative, including reporting and financial tracking.
