Position Overview
The Program Management Group within the Enterprise Operations Division is responsible for managing large scale projects and program initiatives that have impact across the Freddie Mac enterprise. The Group leads initiatives in close partnership with teams across all of Freddie Mac’s lines of business as well as Information Technology and our internal lines of defense (enterprise risk management and internal audit) to address operational risks and issues on the top leadership agenda of the company.
The Group is seeking a Program Management Manager to help drive these, and similar, initiatives forward and serve as an enterprise change agent within the company.
The Manager will have responsibilities in any of four categories depending on the nature of the assigned initiative and workstream:
1) Project management
• Overall accountability for implementing a portfolio of change initiatives across all phases of project work
• Manage project scope, schedule and budget for assigned projects independently and as part of a team
• Manage third party contracts in support of the project or program (RFI/RFQ/RFP/Selection, SOW/Contracting, Contractor Oversight, Deliverable/Time Approval etc.)
• Manage and track action items, issues, and risks associated with assigned projects. Follow up on open items to ensure resolution and/or escalate issues in a timely fashion
• Manage required project artifacts consistent with Freddie Mac project management methodology (e.g., charters and scope, workplans, resource planning, issue logs)
• Conduct weekly status meetings, provide updates to management on regular basis
2) Business analysis
• Analyze new process improvements and technology enhancement opportunities identified by business sponsors and assess impacts on business area operations
• Define business requirements to capture business area (customer) needs. Facilitate resolution of obstacles that arise to drive projects forward
• Support change requests
• Work in close partnership with internal and external stakeholders, including close partnership with IT and with external vendors and partners
• Manage project artifacts consistent with Freddie Mac project management methodology (e.g., business requirements/user stories, test scripts/results, issue logs)
• Work with business area leads to develop user acceptance testing strategies, test plans, and test cases, and support execution (and documentation) of UAT testing
3) Program management
• Manage program-level strategic planning, integrated timeline, budget/project funding, and program-level change control processes
• Manage program-level issues and risks. Follow up on open items to ensure resolution and/or escalate issues in a timely fashion
• Manage required program artifacts consistent with Freddie Mac project management methodology (e.g., charters and scope, workplans, resource planning, issue logs)
• Review weekly project/workstream-level status reporting, conduct weekly status meetings, provide updates to senior management regularly
• Develop ad hoc reporting for senior management, oversight groups, etc.
4) Stakeholder management
• Manage the interests of a diverse set of program and project stakeholders, including:
• Executive-level initiative sponsors
• 1st Line Business Process and Application Owners and subject matter experts
• 1st Line Division Risk Officers
• 2nd Line Enterprise Risk Management and Compliance
• 3rd Line Internal Audit
• FHFA Regulator and other external oversight entities
Qualifications
•Typically 5-7 years program management, project management, or business analyst experience
•Bachelor’s Degree or equivalent experience (Financial Services experience preferred)
•Demonstrated ability to manage stakeholders and document detailed business requirements
•Excellent analytical skills and problem solving skills
•Ability to work independently while driving assignments from concept through deployment/launch
•Ability to support multiple concurrent efforts/projects in various capacities (lead one or two, while supporting others)
• Effectively manage efforts through the use of standard project management tools, including project work plans, issue logs, and the reporting and facilitation of appropriate and effective meetings (proficiency in MS Project and Visio is preferred)
•Very strong verbal and written skills, including the ability to develop and deliver presentations/materials to various types/levels of audiences (strong proficiency in MS Powerpoint is a must)
•Proven influencer and consensus-builder
•Demonstrated business acumen, problem solving skills, intellectual maturity and the ability to resolve conflict while preserving relationships
•Ability to work in a fast-paced multi-task environment requiring effective management of multiple deadlines and priorities
• Strong attention to detail and well-organized
• Self-starter, motivated, proactive, enthusiastic and a fast learner
• Experience in the mortgage services industry is strongly preferred; experience working within other divisions of Freddie Mac preferred
