Department Overview
The Office of the Chief Data Officer (OCDO) as part of the Enterprise Data & Analytics (ED&A) group is responsible for promoting and enabling the enterprise data & information strategy across TD. To accomplish this, the OCDO provides unified approaches, processes, tools & standards for effective data management, including data quality, metadata, data lifecycle and master data management. The OCDO works collaboratively with Business, with key stakeholders within TD's Data Steward community, and Technology groups for implementation across the organization. Effective data management supports critical business decision making, legendary customer experiences and reduces operational and reputational risk.
Job Description
The Manager, Data Quality Management is responsible for the design, implementation, and improvement of the OCDO's Enterprise Data Management processes, tools, and measurements, with a focus on Data Quality Management. This individual will contribute to the Enterprise Data Management Strategy and manage program improvement in adoption, efficiency, effectiveness, and user experience. This role reports to the Senior Manager, Data Quality Management.
Key accountabilities include:
• Lead the development of data management capabilities with a focus on enterprise data quality.
• Provides thought leadership on best practice data quality techniques.
• Manages key strategic initiatives related to data quality program supporting enterprise, operational, regulatory and analytics needs.
• Provides guidance and subject matter advice to various Lines of Business in the use of Data Quality tools, standards and processes.
• Participate or leads the development of processes and procedures to support data quality across the bank.
• Supports the development, refinement and maintenance of the Enterprise Data Quality Management Framework.
• Recommend business solutions to improve program controls, process efficiency and effectiveness.
• Prioritize project initiatives to ensure direct linkage to OCDO KPI’s.
• Works autonomously on a range of tasks and may be relied upon to coach / educate others.
• Build effective relationships with key business partners within the OCDO and across business teams.
• Collaborates with internal and external Stakeholders to ensure data management guidance and processes in each Line of Business is aligned with Enterprise data standards.
• Participates in data quality meetings, may facilitate communication between Data Stewards, custodians, information technology, and project management to ensure all parties are informed.
• Support effective communication and training for Data Quality program, process and measurements.
• Must keep up-to-date with the leading Data Quality practices in the industry.
Job Requirements:
• 8+ years of experience working in Information technology area, including data projects.
• Experience working on data management programs and initiatives, preferably in data quality, metadata and/or data lifecycle management.
• Experience working on (or consulting on) complex business/technology initiatives within and across multiple businesses.
• Understands Data Management best practices in the industry and possesses knowledge depth of data quality.
• Proven record of professional interactions with senior executives, consultants, vendors, and regulatory bodies.
• Proven ability and demonstration of leadership skills.
• Ability to work in a fast paced, dynamic environment.
• Strong learning agility, analytical and strategic thinking skills
• Excellent written and verbal communication and interpersonal skills
• Strong business acumen and organizational awareness
• Demonstrated ownership for their personal development.
• Ability to work collaboratively and build relationships.
• Knowledge of data management tools considered an asset.
• Support effective communication and training for Data Quality program, process and measurements.

Preferred:
• Experience in SQL, ETL operations and using tools like IBM Information Analyzer, Informatica, Talend or Collibra preferred.
• Undergraduate degree and 5+ years of relevant experience in financial services industry.
• Experience in Data Quality Assessment methodologies and Data Profiling.
• Knowledge of one or more data-focused programming languages such as SAS, SQL, Python, R as applied to processing data sets
• Advanced skills in querying, joining, manipulating and summarizing datasets of various types
• Experience working on complex business/technology initiatives within and across multiple businesses.
• Ability to thrive in a face paced, dynamic, sometimes ambiguous environment. High tolerance for the pressure of constant change and stringent timelines.
• Experience in big data, analytics, data mapping or lineage would be an asset.
• Skilled in using analytical software tools, data analysis methods and reporting techniques
• Skilled in mentoring/coaching others.
• Skills in designing high-quality dashboards and performance scorecards.
• Proficient knowledge of various data sources, tools and technologies.
• Ability to communicate effectively in both oral and written form.
