Procurement manages enterprise-wide sourcing of a wide variety of goods and services, including IT & telecom, facilities, travel, print, fulfillment & distribution and HR services. Accountabilities include policy and process development, leadership of significant sourcing events including contract negotiation, vendor management and procurement-related operational support.
Procurement has recently implemented Phase I of its vendor governance program to meet regulatory guidelines and recommendations. Phase II of the vendor governance program will begin in 2019 focusing on vendor operational performance, value generation and competitive advantages.
Key Responsibilities:
As the Director of Vendor Governance, the candidate will be responsible for ensuring vendor governance activities are occurring in line with Policy requirements. Understanding of regulatory guidelines is a necessary. Candidate must ensure that control processes are operational and functioning as intended. Individual will interface with internal and external auditors along with a variety of Manulife stakeholders in the business, compliance, and risk areas.
The Director, Vendor Governance will lead the following activities:
• Responsible for the development, governance and execution of a company-wide vendor management discipline that meets regulatory and Manulife requirements while leveraging appropriate tools.
• Responsible to oversee performance governance of vendor management activities. Create methodology to sample first-line-of defence vendor governance activities and to ensure high quality of compliance to requirements.
• Develop robust sampling methodology to ensure compliance to policy and regulatory requirements
• Prepare OVRM Committee reports, provide updates on initiatives and on vendor governance findings.
• Monitor program KRIs and develop appropriate corrective action plan in collaboration with key stakeholders.
• Collaborate with GIRM, ORM, IRM Legal, Compliance and other groups to meet Manulife’s objectives.
To be successful in the role, the candidate will possess not only demonstrated policy and governance experience but will possess superior relationship management skills and ability to work effectively in ambiguity.
This role can be in Boston or Toronto.
Job Requirements (Knowledge/Skills/Competencies):
• Experience in Procurement and/or Vendor Governance including implementation of vendor management policies and new processes.
• Strong written and verbal communication skills with the ability to effectively communicate with all levels including senior management.
• Ability to foster and build relationships, engage and influence others, work with diverse subject matter experts. Flexible and adaptable when dealing with change with a strong awareness and understanding of cultural diversity.
• Proficient in MS Office Suite of products including MS Word, Excel, MS Project and MS Visio.
• Proven ability to multi-task and manage concurrent projects.
• Excellent presentation and facilitation skills.
• Understanding of complex / matrix organization.
• Expertise in working within a global organization.
Education/Professional Experience:
• Bachelor’s degree in Business, Economics, or Finance
• Experience in Procurement, Risk, and/or Finance
• 5+ year demonstrated success in a progressive number of Procurement or Risk roles
• Industry recognized Procurement Certification(s)
Preferred:
• Experience with Vendor Risk Management and Operational Risk Management
• Experience in roles within large, multi-national corporations
