The Public Finance Analyst is primarily responsible for researching the financing needs of clients, developing specific financial models using various financial products and software, preparing presentations of those results and coordination with legal and senior banking teams. The Public Finance Analyst is typically assigned to a team of 3 to 5 professionals responsible for covering municipal issuers throughout the state. The Analyst will work within multiple sectors such as healthcare, housing, airports, transportation, school districts and local and state specific municipalities.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
1. Develop financial models based on client s financing needs using available financial products. Defines the issuers financials objectives consistent with any know goals or revenue coverage objectives. Analyzes sector trends and legislative changes to take advantage of financing strategies available to the issuer.
2. Prepare correspondence, marketing information, and presentations for senior bankers. Develop relevant refunding memos with supporting analytical analysis, monthly newsletters by sector and various presentations for marketing and procurement purposes.
3. Draft, edit, and organize responses to formal solicitations (for RFPs) by state and local governments. Research and analyze the requesting issuers financial information, goals, constraints and prepare response for submittal. Coordinate with internal and external partners for information and ideas.
4. Ensure data is updated and inputted into DBC Finance software and other relevant tools. Routinely review and analyze targeting sectors and issuers debt and cash flow data to determine financing ideas and strategies.
5. Critically read and analyze legal documents. Maintain files of clients and prospects. Review the various legal documents including the Preliminary Official Statements, Final Official Statements, Bond Purchase Agreements, Trust Indentures and suggest changes and improvements as necessary.
6. Perform other duties and special projects as assigned. From time to time, special projects will be assigned related to sector, client, or legislative needs.
7. Research and compile market data relating to prior or future transactions. Develop a database, both electronic and hardcopy, of market data and transaction information and history for both compliance and future deal needs.
8. Schedule calls and meetings among the team and interact with lawyers, accountants, verification agents, rating agencies, and insurers to coordinate the deal process.
KNOWLEDGE, SKILLS and ABILITIES:
• Proficient in Microsoft Excel, Powerpoint and other Microsoft applications
• Strong professional communication and inter-personal skills, and the ability to succinctly express complex ideas both orally and in writing
• Proficiency in managing multiple project-oriented tasks effectively and in a timely manner with exceptional attention to detail
• Ability to work independently while being team-oriented, prioritize tasks, react to changes, and solve critical issues
• Qualified candidates must possess a high level of motivation, initiative, and leadership potential
• Must be willing to obtain the FINRA Series 7 and 63, within 6 months from the date of employment
This level of knowledge is normally acquired through completion of a Bachelor’s degree and 0 months to 2 years of financial analysis or investment banking work experience.
