Kearney is currently seeking a Consultant to join our Washington, DC team. This position would serve as a Consultant with the ability to identify process deficiencies and provide improvements through advanced technology (e.g., automation) to improve overall operations at the Department level. This position requires demonstrated analytical skills and experience in budget support.
Responsibilities
• Proactively analyze Budget Operations and identify deficiencies, and opportunities to improve using advanced technology and/or applying guidance resulting in auditable processes
• Provide project management support to special projects ensuring we meet the Budget Officers objectives for operations
• Provide technical support and analysis in the review of appropriations bills, continuing resolutions, and other legislation or regulations impacting the financial position of the Department
• Serves as subject matter expert within the Budget Division for assigned Component(s) and/or programs
• Consolidate and conduct technical reviews and analysis of Component budget requests and other deliverables for compliance and accuracy
• Reviews apportionment of funds to agency components and programs using Department systems
• Develop monthly, quarterly, and year-end reports to assist in reviewing, monitoring, and analyzing budget execution data
• Prepare analysis and reports for responses to data calls, budget data requests
• Recommend policies and practices to establish, improve and ensure consistent budgetary and financial management reporting across the Department
• Manage junior staff providing expert advice on budget regulations, policies, and procedures.
Qualifications
Required Qualifications
• Bachelor of Science or Arts Degree in Accounting or Management with at least 6 years of experience in Federal Financial Management.
• Self-starter with the ability to work independently and reach-back to the team as required
• Demonstrates strong oral and written communication skills
• Working knowledge of key federal stakeholders and associated regulations: OMB, GAO, and Congress
• Knowledge of the federal budget process (PPBE)
• Experience analyzing complex budget issues
• Experience developing and presenting budget analysis
• Ability to work in a fast-paced headquarters office where he/she will face multiple competing high-priority projects with short deadlines
• Ability to obtain a Secret Security Clearance (U.S citizenship required)
• Must be eligible to obtain DHS Suitability
