POSITION SUMMARY:
TIAA’s Controllership team is seeking an Enterprise Regulation W Officer. TIAA, as the indirect parent company of TIAA, FSB, a federal savings bank, is subject to the requirements of Regulation W on transactions between TIAA, FSB and entities within the TIAA enterprise. This role is response for oversight of the Enterprise Regulation W Program, as established and maintained by the Enterprise Risk Management and Compliance Committee.
KEY RESPONSIBILITIES AND DUTIES:
• Coordinate with Compliance in implementing and maintaining a formal Enterprise Regulation W Training Program
• Establish and oversee a monitoring framework for ensuring compliance with Regulation W
• In coordination with the TIAA, FSB Regulation W Program Office, review, inventory, and monitor the terms and costs of covered transactions
• Review enterprise questions regarding the application/interpretation of the Attribution Rule, and with Legal and the TIAA, FSB Regulation W Program Office, provide clarification and ensure all Regulation W requirements are satisfied
• Coordinate with the Corporate Secretary's Office and TIAA Regulatory Reporting to keep the master entity list current
• Report to TIAA's Asset Liability Committee and the Enterprise Risk Management Committee on the status of the Enterprise Regulation W Program
• In conjunction with representatives from Finance, Legal, and Enterprise Risk Management, resolve and report compliance issues
QUALIFICATIONS:
Required
• BS/BA degree
• Proficient knowledge and understanding of Sections 23A and 23B of the Federal Reserve Act and the Federal Reserve’s Regulation W (12 CFR Part 223) (collectively “Regulation W”)
• Demonstrated experience with Regulation W oversight/compliance
Desired
• CPA, JD or LLM preferred
• Proven experience leading and managing teams
• Experience in driving change and process improvements
• Excellent research, analytical, interpersonal, communication and organizational skills
