ESSENTIAL DUTIES:
• Shall develop products supporting internal (within DoD) and external messaging to the Executive Branch, OSD, and Congress resulting in guidance on Title X responsibilities, program investment, roles, and missions.
• Contractor shall conduct analysis to support strategy and policy advice, and assist in shaping future resource requirements.
• Contractor shall assess products, processes, and strategies of leading Think Tanks, Congress, OSD Policy, OSD CAPE, OSD(C) and DON.
• Contractor shall conduct analysis supporting all major decision support processes (i.e., PPBE, GFM and readiness, Acquisition, and JCIDS).
• Contractor shall support the development, staffing and publication of the Marine Corps Force Management Plan and the conduct of other strategic planning efforts.
• Shall effectively communicate technical results to senior leaders.
• The individual shall interact, provide advice, and coordinate with senior leadership and senior management at the various other Service staff agencies.
• The individual Shall present delicate positions on DoD, Joint, DON, and USMC guidance, policies and strategies.
• Meet or exceed targeted billing hours (utilization).
• Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials
Qualifications
• Secret Clearance Required.
• Knowledge of Strategic Plans and guidance on USMC Title X responsibilities, program investment, roles, and missions. Knowledge of the DoD, DON, and USMC primary decision support processes (i.e., PPBE, GFM and readiness, Acquisition, and JCIDS). Knowledge of the operations and functions of leading Think Tanks, Congress, OSD Policy, OSD Cost Assessment & Program Evaluation (CAPE), OSD Comptroller (OSD(C)) and DON.
• Desired: previous experience either serving as a US Marine, civilian or contractor status working for the Marine Corps. Substitute with prior Defense experience (military service, civilian, or contractor).
• Bachelor’s Degree required from an accredited college or university in a related field.
• Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
• U.S. citizenship may be required. Ability to work in the United States indefinitely required.
• Travel may be required.
• Ability to work overtime required on occasion.
• Ability to sit in an office environment for long periods of time.
• Ability to obtain and maintain a security clearance.
• Ability to communicate clearly in writing and verbally.
• Ability to obtain and maintain firm independence and abide by firm ethics requirements.
• Meet or exceed continuing professional education (CPE) requirements.
