Reporting to the Head of the business line, responsible for defining and directing the development and implementation of IT related projects to improve business line performance and productivity. This includes strategic planning, determining the feasibility of automating or improving the automation of systems, processes, and procedures. Drives strategic change and transformation initiatives.
Major Responsibilities:
• Responsible for meeting with leaders to develop and implement business line IT's long and short term strategies.
• Defines and coordinates the overall policy and objectives concerning the implementation of strategic change/transformation initiatives.
• Provides the vision, leadership, direction, coaching, review, both upward and downward communication updates, preparing dashboard updates, stage-gate reviews, and related hiring.
• Determines possible methods of automating existing systems, overseeing development of cost figures, and giving recommendations to business line head.
• Meet with Technology department heads to define objectives and coordinate delivery of the overall project.
• Providing direction and guidance to information system and user project managers and other staff as required.
• Requires keeping informed of technological developments and advances that will affect the development and delivery of state of the art systems.
• Financial Planning - Assists senior management in formulating the long range financial plan proposal (PMO Budget) based on current and anticipated growth rate, staff development, changes affecting the divisions and departments and overall changes for the future.
50% Project Management
• Development - Formally manages multiple major projects designed to deliver improved quality and customer service via state of the art automated delivery systems.
• Responsible for ensuring the development, training and implementation of new delivery systems is performed within established requirements, time and budget constraints.
• Establishes criteria to measure project performance.
• Provides leadership and direction to staff and other technical staff in presenting ideas, obtaining concurrence and commitment, and resolving conflicts associated with assigned projects.
• Understands and follows strategic transformation delivery of the end-to-end strategic project objectives including company policies for project management
• Responsible for the delivery of the end-to-end strategic project objectives including business and technology deliverables which include, and is not limited to, detailed business requirements, detailed functional requirements, request for information, request for proposal, evaluation of RFPs, visiting software installs at other banks, test drive the software, implementation, documentation (system, user, desk top procedures, others), quality control, system integration, system integration tests, user acceptance testing, training, post implementation punch lists, post implementation audits, and other related aspects of system implementation.
• Provides advice and technical direction to other divisions / departments on large complex projects with major impact on systems and computer configurations.
• Project Control - Reviews summary documents published by business and systems analysts and management to ensure all aspects of the project development phase have been considered.
• Evaluates incoming user requests and determines impact and priorities upon the area's systems queues and equipment requirements.
• Reviews and approves project plans and monitors project progress.
• Approves final vendor packages to ensure systems adhere to corporate policies.
• Ensures post implementation reviews are conducted.
25% Supervision of Staff:
• Management of matrixed or direct staff members in alignment with strategic program delivery
• Evaluates staff's performance and helps them improve their transformation and delivery management skills.
• Prepares or assists with feedback on staff appraisals, conducts evaluation and counseling sessions, recommends merit increases and promotions, conducts interviews with potential candidates and terminates staff members, as needed.
• Job title that may report to this position include: business analysts, system analysts, data analyst, project managers, architects, and related functions.
Qualifications
• This position typically requires 5 to 7 years of non-supervisory technical experience in business analysis, system implementation, project management and at least 10 years of supervisory experience as a manager or major project manager.
• The minimum education required is a degree from a 4 year college with a focus on business and computers. An advanced degree is preferred.
• This position requires excellent organization, planning and interpersonal skills, along with a superior understanding of the organization structure and corporate culture and priorities.
• The ability to effectively delegate tasks and responsibilities to the appropriate individuals and instill a sense of confidence both within and outside of the department by effective leadership is required.
• The ability to anticipate needs at a high level and organize and plan accordingly and to forecast and plan future strategies, goals and objectives and resource allocation at a high level is necessary.
• This position requires an advanced understanding of how to develop and implement transformation/change technology and practices
• A thorough knowledge of the Bank's policies and procedures and a thorough knowledge of performance appraisals, counseling procedures, merit and promotion guidelines, hire and termination procedures are required.
