Responsible for the management and review of CRA investment portfolio. Identify the appropriate balance of investments and loan commitments based on community and corporate needs. Establish goals and work closely with the lending, investment and philanthropic groups to ensure goals are achieved. The officer must be available to assume outside board and committee memberships and assist in the corporation's federal, state and local legislative advocacy efforts. Regular and ongoing interaction with banking regulatory agencies is required.
Major Responsibilities:
This position will address the need for ongoing analysis of current portfolio to ensure optimal performance; support the expectation of the regulatory community to apply innovative and sophisticated approaches to investments in LMI communities; provide an avenue of sophisticated exploration and analysis of investments that will generate an acceptable rate of return; develop and implement new and proprietary investment programs that will contribute to bank earnings and build reputational capital. Forecasts the strength and viability of potential CRA investments Dotted line reporting responsibility to the Head of Business Banking and Community Development Finance groups or their designees as appropriate
20% - Strategic
• Support the development and implementation of CRA investment products and programs Support underwriting activities associated with Loans, Lines and Equity Equivalent Loans to CDFI's, CDC's and like entities
• Review operating agreements, other legal documents, and financial statements relating to equity investments in order to sustain growth and profitability of the unit
• Coordinate with UB Equities and perform qualitative analysis of the potential investment (impact on the Bank, cross-sell, other Bank relationships)
15% - General Management
• Complete site inspections and meetings with partners to ensure program compliance and asset quality Prepare and support CRA investment committee (CRAIC) meetings
• Apprises supervisor, compliance and credit administration and other appropriate parties of ongoing asset quality performance
• Gain access to the investment data room, if applicable, for additional resources
• As additional questions arise, contact the investment representative directly.
• If necessary, conduct a follow-up diligence meeting.
50% - EQ2 Loan Investment Program
• EQ2 Loan Program carries most weight at this time as the CRA Investment
• Manager will be responsible for helping to get this project off the ground. Implement EQ 2 loan and investment strategy; develop as appropriate collateral and application materials
• Conduct and coordinate initial due diligence meetings or conference calls with representatives from the potential investment.
• Pre-screen for acceptability based on CRA investment criteria
• Coordinate with UB Equities counterpart for appropriate
• Due Diligence Questionnaire template and tailor the questionnaire to the investment
15% Analysis & Reporting
• Perform periodic quantitative analysis of CRA investment portfolio as designated
• Perform reviews of audits and financial statements to assess investment quality and risk
• Submit, update and manage BASEL II reporting of CRA investment portfolio
• Research and resolve errors in data from financial reporting systems to protect investment quality
Qualifications
• Four year degree and advanced degree preferred.
• Five years in legal/banking regulatory or CRA and small business - consumer lending experience
• Typically requires a minimum of ten years experience as a technical systems manager or coordinator, or equivalent, with related experience in regulatory compliance, community reinvestment, or related experience in mortgage banking, consumer lending, corporate banking, or other related area of banking
• A strong knowledge of computer systems, networks, databases and program interaction
• Proficiency in Microsoft Office suite of applications or equivalent
• Strong understanding of database technology
• Ability to analyze and communicate a complex regulation to the line personnel
• Strong presentation skills Thorough knowledge of CDFI, CDC, SBIC required Knowledge of LIHTC, RTC and/or NMTC preferred
