ESSENTIAL DUTIES:
• Provide overall leadership and management of on-site contract activities, including leading five large, multi-disciplinary teams in executing Planning, Programming, Budgeting and Execution (PPBE), and related task areas.
• Know, understand and communicate PPBE budgeting methodologies.
• Provide counsel to Client senior leadership on the continued development and maturation of PPBE activities within the Office of Information and Technology.
• Ensure that all deliverables submitted to the client are of the highest quality.
• Coordinate with other senior managers and experienced managers within the client space, supporting consistency of delivery across multiple Grant Thornton engagements.
• Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management.
• Meet or exceed sales targets for new and follow-on work.
• Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
• Meet or exceed targeted billing hours (utilization).
• Interview campus and/or experienced candidates
• Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management.
• Meet or exceed sales targets for new and follow-on work.
• Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
• Meet or exceed targeted billing hours (utilization).
• Act as performance manager (coach) for up to four coachees outside of engagement responsibilities.
• Interview campus and/or experienced candidates.
Qualifications
• 10 years’ experience with team leadership, production support, and execution of multiple simultaneous and/or large projects, in a PPBE environment
• Experience implementing and tracking service level or metrics reporting.
• Experience developing best practices for government resource management.
• Experience overseeing operational management policies and procedures. Prior Management experience leading large-scale initiatives.
• Prior experience in PPBE resource management methodologies required.
• Ability to learn and apply new methodologies for improved fiscal management.
• Ability to develop white papers, briefings and presentations, and make formal oral presentations of these materials to all levels of government personnel.
• Self-motivated leader with forward-thinking visionary and entrepreneurial thinking to lead the change.
• Bachelor’s degree from an accredited college or university in Business. Administration/Accounting, operations management or other relevant field.
• MBA or other advanced degree preferred.
• Skilled practitioner in PPBE implementation, preferably with multiple years' experience in multi-year programming or operations research for a large government agency.
• Expert in leading operational excellence in projects of large-scale.
• Previous experience in IT environments a plus.
• Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
• U.S. citizenship may be required. Ability to work in the United States indefinitely required.
• Travel may be required.
• Coach and mentor junior staff members.
• Ability to work overtime required on occasion.
• Ability to sit in an office environment for long periods of time.
• Ability to obtain and maintain a security clearance.
• Ability to communicate clearly in writing and verbally.
• Ability to obtain and maintain firm independence and abide by firm ethics requirements.
• Meet or exceed continuing professional education (CPE) requirements.
