JOB SUMMARY
This position is within the Permit to Work Department of CBRE located at the GSK site in Zebulon, NC. The primary duty is to be an Issuer of permits for all non-routine work performed at the site. As an Issuer, you must see the permit from conception to the closure and work closely with those designated as Authorized Permit Receivers.
DUTIES AND RESPONSIBILITIES
Process the Permit to Work form to completion with internal (GSK) and external (contractors) Authorized Receivers.
Provide guidance to Receivers with the application of the Permit to Work form.
Review and assist Job Safety Analysis and Risk Assessment with Receivers to cover pre-task explanation.
Meet with Receivers and other associated parties to discuss steps and procedures during a walkthrough of upcoming work project prior to issuing the Permit to Work.
Review and verify with Receivers: lockout/tagout requirements, fire and explosion hazards, health risks, mechanical requirements, access hazards and environmental dangers.
Review and verify with the Receiver, hazard precautions and personal protective equipment requirements.
Verify, understand and request when a Safety Permit (Open Flame, Excavation, Confined Space and Special Tools) is required.
Perform unannounced audits daily to areas under the Permit to Work to verify compliance, verify work is being done in a safe matter, answer questions, and stop any unsafe or unauthorized work.
Provide advisement when questions arise.
Health, Safety, and Environmental subject matter resource for the field
Ensure all working is performed in accordance with OSHA and established company procedures.
Report findings, concerns and deficiencies.
Close the Permit to Work when all conditions are met and satisfactory.
Provide support during shut down time to issue and remew permits.
Attend the following meetings: staff meetings, contractor safety meetings, CBRE business meetings, shutdown meetings etc.
Assist with Permit to Work training and Contractor Safety Training.
Complete all GSK & CBRE required safety training in a timely manner.
Participate in the Zero Accident Program.
File and track permits.
Work on HSE projects or processes.
Available to be on a rotating call schedule for nights and weekends
Other duties assigned by the HSE Supervisor

QUALIFICATIONS

EDUCATION and EXPERIENCE
High School diploma or General Education Degree (GED) required. Minimum 2 years of HSE related experience. Fundamental knowledge of federal, state and local health and safety and environmental regulations is essential is preferred. Experience working in manufacturing, construction, and facility maintenance and management is preferred.
CERTIFICATES and/or LICENSES
As required by local authority (if required).
COMMUNICATION SKILLS
Must be customer oriented. Ability to talk to and reason with people. Ability to comprehend and interpret instructions, short correspondence and ask clarifying questions to ensure understanding. Ability to write reports and correspondence. Ability to respond to common inquiries or complaints from customers, co-workers, and/or supervisor.
FINANCIAL KNOWLEDGE
Requires basic knowledge of financial terms and principles. Ability to calculate simple figures such as percentages.
REASONING ABILITY
Ability to understand and carry out general instructions in standard situations. Ability to solve problems in standard situations. Requires basic analytical skills.

Ability to follow detailed instructions and work with a sense of urgency.
