JOB SUMMARY:
Responsible for conducting independent credit examinations on loan portfolios to evaluate credit risk management processes and confirm portfolio quality. Assures to the Board of Directors, executive management, external auditors, and regulators that loan portfolios of the Bank are managed, evaluated, and risk-graded in a manner that is consistent with corporate policies and regulatory standards. Performs all duties in accordance with the company’s policies and procedures, all U.S. state and federal laws and regulations, wherein the company operates.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Develops and implements a continuous monitoring program of Banking Units between on-site reviews that tracks key risk and performance indicators that indicate characteristics of possible deterioration. The program will include desk reviews of newly originated credits and credits/portfolios reflecting emerging risk profiles.
2. Identifies, recommends and affects process changes in credit portfolio management activities including new business underwriting.
3. Recommends credit policy changes/enhancements where warranted to further improvement processes or come into alignment with regulatory requirements.
4. Correctly identifies weaknesses in portfolio management practices which do not accurately identify correct risk ratings in line with bank policy and regulatory guidance leading to large risk rating variances.
5. Opines on management’s ability to adequately administer credit risk loan exposures and concentrations inherent in individual Banking Unit portfolios.
6. Analyzes and reviews credits within the bank’s product suite that encompass various commercial and retail credit types. Analysis will include a verification of analysis including global cash flow and repayment sources.
7. Evaluates and monitors compliance with Credit Policies, Procedures and Standards to ensure proper controls are in place to satisfy regulatory requirements and ensure best practices.
8. Identifies that exceptions to policy are properly mitigated and that unapproved policy and underwriting exceptions are surfaced as well as findings based on process weaknesses and systemic issues. Will review, document and track corrective action to ensure timely remediation.
9. Will act as examiner in charge and lead examinations including examiner resources. As EIC will effectively plan, coordinate and oversee all aspects of on-site activities including quality control of work papers and other work performed by the examination team.
10. Responsible for writing a timely exam report within established guidelines and conducts meeting with Senior Management to present conclusions and findings.
11. Provides for training and guidance to less experienced examiners when appropriate.
12. Promotes teamwork within Credit Review as well as with other Bank units, maintains effective working relationships with lending unit management and credit administration.
13. Promotes effective communication with internal and external Bank line and staff personnel.
14. Independently completes special assignments such as due diligence examinations, task force projects or specific ad hoc reviews delegated by Credit Review Management.

Qualifications
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
• Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: Regulation Z (Truth in Lending Act), Regulation B (Equal Credit Opportunity Act), Fair Housing Act (FHA), Home Mortgage Disclosure Act (HMDA), Real Estate Settlement Procedures Act (RESPA), Fair Credit Reporting Act (FCRA), Bank Secrecy Act (BSA) in conjunction with the USA PATRIOT Act, Anti-Money Laundering (AML) and Customer Information Program (CIP), Right to Financial Privacy Act (RFPA, state and federal) and Community Reinvestment Act (CRA).
• Strong technical writing and ability to analyze data and trends to form conclusions.
• Superior administrative skills for planning/organizing/project management.
• Knowledge of the banking industry as well as Credit Administration Practices.
• Knowledge of Risk Management Structure and Processes.
• Detailed oriented with knowledge of database project management and query tools.
• Advanced skills in computer terminal and personal computer operation; Microsoft Office applications including but not limited to: Word, Excel, PowerPoint and Outlook.
• Intermediate math skills; calculate interest and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.
• Effective organizational and time management skills, as well as the ability to collaborate with all levels throughout the organization.
• Exceptional oral, written and interpersonal communication skills.
• Ability to make decisions that have moderate impact on the immediate work unit and cross functional departments.
• Ability to organize and prioritize work schedules on a short-term and long-term basis.
• Ability to provide consultation and advice to management.
• Ability to make informal and formal presentations, inside and outside the organization; speaking before assigned team or other groups as needed.
• Ability to deal with complex difficult problems involving multiple facets and variables in non-standardized situations.
• Ability to work with little to no supervision while performing duties.
EDUCATION, EXPERIENCE AND/OR LICENSES:
• Bachelor’s Degree in Finance, Accounting or related preferred.
• 2+ years’ experience in banking with a focus on credit and technical applications preferred.
