To facilitate the development of strategies, direction and alternatives for the delivery of technology, products, services and workflows, and the associated success metrics for measuring results and to assume overall accountability for project portfolios, providing integration and analysis across different projects and initiatives.
Duties and Responsibilities:
• Manages staff. Provides guidance, training and motivation as necessary to develop staff. Hires, evaluates and counsels staff. Follows corporate disciplinary procedures per established Vanguard standards, as required. Sets performance standards, reviews performance, provides feedback, and recommends wage increases in accordance with all applicable Human Resources policies and procedures.
• Oversees the Project Management Office (PMO) for the department utilizing various project methodologies to manage the development, execution and implementation of projects. Oversees the progress of the portfolios and identifies deliverables behind schedule. Assembles and aligns crew with appropriate engagements based on business needs and individual skills, experiences and developmental opportunities.
• Analyzes and communicates overall portfolio performance to department leadership and stakeholders across Vanguard. Gathers and analyzes metrics to evaluate project development and delivery. Researches issues and recommends corrective measures as needed.
• Manages large scale business and technology projects. Identifies, evaluates and elevates issues that impact the completion of projects. Identifies and evaluates legal requirements, security requirements, compliance and contingency. Resolves problems that impact project completion as needed. Provides guidance, training and motivation as necessary. Reports and presents on project status and results as required.
• Determines business value and prioritizes project scope to maximize return on investment to the business. Makes decisions, sets priorities, and manages scope/budget with guidance from Program Manager and key stakeholders. Ensures project outcomes meet business objectives and aligns to future state vision.
• Leads cross-functional team that analyze business/operational data and performance trends and proactively uncovers and identifies process improvement/efficiency opportunities. Evaluates and effectively communicates process and organizational design changes. Reviews and approves necessary procedures and workflows.
• Leads the team to effectively analyze and plan for legal, compliance, impacts to the plan sponsor and/or participant experience, system/project dependencies, and thorough end to end testing strategy.
• Works with cross-functional team to plan and implement change management and communication. Functions as a liaison with VUE coordinators, process owners, business partners and project leaders to ensure consistency of data interpretation and usage. Reviews training plan and supports implementation and adoption.
• Establishes and maintains close working relationships with appropriate crew and management to continuously enhance understanding of industry trends and client business needs. Incorporates business requirements into useful reports and presentations to assist management with decisions making and informational needs.
• Leads and/or participates in special projects and performs other duties as assigned.
Qualifications:
• Undergraduate degree or equivalent combination of experience required. Graduate degree preferred.
• Minimum five years general experience and/or five years of industry/technology related experience. Project management experience preferred.
• Familiarity with systems used within IIG business preferred.
• Excellent project management skills and experience. Agile project management experience preferred.
• High level of technical proficiency with Word, Power Point, Excel.
• Ability to quickly become knowledgeable in current and future policies, practices, trends and information affecting Vanguard's business and organization.
• Excellent analytical and problem-solving skills. Ability to provide attention to details and be cognizant of deadlines.
• Ability to manage multiple and competing priorities simultaneously and independently.
• Exceptional verbal and written communication skills. Strong presentation and interpersonal skills.
• Ability to generate creative approaches and solutions.
• Commitment to meeting the expectation and requirements of internal clients. Ability to establish and maintain effective relationships with clients and gain their trust and respect.
