Purpose of Job
Accountable for credit oversight of full cycle management of USAA Bank’s Credit Card, Consumer Lending, or Real Estate portfolio to include design, development, implementation and monitoring of prescreen credit rules, account origination/underwriting strategies, portfolio account management activities, and robust monitoring.
Responsibilities also include effectively working with business partners in the development and/or enhancement of products to prudently and profitably grow the business, to include the primary banking growth initiative driving Bank and Enterprise strategic priority.
Accountable for development of predictive scorecards to mitigate risk and generate good balances, leading agile projects for modernization of decision engines, driving quality swap-in populations for balance and member growth.
Job Requirements
RESPONSIBILITIES
Accountable and responsible for establishing quantitative methods for calculating all aspects of credit risk and partnering with Credit Policy, Finance, Product Line Management and Pricing to implement.
Oversight for IT implementation and integration of risk quantitative methods and models.
Leads development of modeling programs and systems to project and validate risk at the account, segment and portfolio level for all existing and prospective loan products. Presents results of analysis to Senior Management along with recommendations for credit risk management strategies.
Coordinates with Product Managers, Finance and Marketing and all Process Owners to develop new products and product offers to manage and appropriately price the credit risk of the bank and support Bank and USAA market and financial goals.
Responsible for the USAA Bank’s risk component of Economic Capital Strategy. Works with Finance to oversee, and implement the Bank’s Economic Capital Framework.
Partners with Finance to set monthly loan loss reserves, in accordance with FAS 5 and FAS 114 accounting standards. Presents results to senior management along with recommendation for credit risk management strategies.
Accountable for Credit Stress Testing program, including ensuring compliance with regulatory and rating agency guidance. Partners with Finance to develop approach to understand existing and emerging risk impacts on balance sheet on risk, capital and liquidity and integrated results into Banks balance sheet and income statement.
Directly accountable for establishing policies, methods and procedures to mitigate model error risk to the bank. Coordinates with all Process Owners to develop policies and procedures to ensure mitigation of model risk management.
Leads development of risk tracking analysis and risk performance measures. Responsible for ensuring that the Bank has consistent and thorough tracking and analysis for products. When needed, represents Credit Risk in Senior Officer Committee meetings.
Responsible for the development and review of strategies used in the various risk scores, including credit bureau scores, application scores, behavior scores, bankruptcy scores and USAA relationship scores. Recommends changes to Chief Credit Officer. Develops appropriate score cutoffs for all pre-approval loan programs and ongoing account management strategies.
Recommends changes to all Credit Risk strategies to the Chief Credit Officer, when appropriate. Strategies can include credit limit increases, delinquency management, purchase and cash advance authorizations, and card re-issue programs.
Partners with Product Management, Chief Credit Officer and Senior Financial Officer to develop loss estimates for loan products. Loss estimates will be used to appropriately price products by credit grade, develop risk based market segments and any other risk segmentation. Presents recommendations to Senior Management on recommended changes to risk based segments along with price points by Credit grade.
Responsible for implementation of custom scorecards and credit decisioning programs. Validates and realigns existing scorecards to manage the Bank's credit risk throughout all economic environments.
Sets the agenda, builds high-performance teams and sells the vision. Ensures training and coaching of employees, mentors and develops analysts, and provides the team with development opportunities.
Leads discussions with the OCC, Legal and Compliance and internal control partners for successful and satisfactory exams. Ensures that documentation and controls exist for credit risk processes and strategies.
Coordinates with the enterprise and broader CRO organization by leading Bank efforts in the analysis of risk exposure related to catastrophic events impacting USAA’s membership.
MINIMUM EDUCATION
Bachelor's Degree in a relevant discipline required.
MINIMUM EXPERIENCE
10 or more years of progressive related experience in credit risk and lending analytics.
Experience developing strategies, managing major initiatives and delivering results within a complex matrix environment.
6 or more years of people leadership experience in building, managing and/or developing high-performing teams.
Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals.
Strong problem-solving, critical thinking, and analytical skills.
Demonstrated ability to communicate and influence at senior levels within the enterprise.
Strong written and oral communication skills, including the ability to communicate analysis to a non-technical audience.
