Responsibilities
The Compliance Testing and Monitoring Director is responsible for developing, maintaining and executing CIBC Bank USA's (Bank) Compliance Testing and Monitoring Program. The Compliance Testing and Monitoring Director reports directly to the Chief Compliance Officer and ensures a risk based compliance testing program and plan, commensurate with the Bank's compliance risk profile and responsive to regulatory expectations, is implemented. The Compliance Testing and Monitoring Director will interface with all levels of management and personnel, serving as a key contact with regulatory examiners and auditors. Strong interpersonal skills, good judgement, excellent written and oral communication skills, and the ability to collaborate effectively are vital for success in this role.
Essential Duties:
Develop and execute a risk based compliance testing and monitoring program and plan, which includes without limitation:
• informing the Bank's compliance testing and monitoring strategy;
• developing a testing and monitoring schedule and plan to ensure adequate resources and timely testing execution;
• developing work programs and testing steps;
• effectively scoping each engagement to ensure a risk based testing approach;
• evaluating supporting work papers for appropriateness and accuracy and effectively challenging preliminary results;
• identifying and sizing compliance risk issues and root cause;
• recommending sound and effective remediation for identified issues;
• clearly reporting and helping management understand the results of testing and monitoring conclusions;
• developing management and board level reporting regarding the status of the Compliance Testing and Monitoring Program and Plan, key risk indicators and compliance risk trends; and
• providing strong leadership and oversight to the monitoring and testing personnel.
Qualifications
• Bachelor’s Degree;
• 10+ years bank compliance or regulatory agency experience required, compliance testing or regulatory examiner experience considered a plus;
• Management experience required;
• Demonstrated ability to serve as a value-add leader in a fast-paced environment;
• Strong commitment to championing a team environment within the Compliance Testing and Monitoring group and across the Compliance Department, and the ability to help foster critical and technical skill development;
• Ability to analyze banking laws and regulations and appropriately assess compliance risk;
• Excellent oral and written communication skills and ability to build relationships with lines of business, support functions, and stakeholders; and
• Strong organizational skills, including the ability to prioritize multiple simultaneous projects and meet deadlines.
