Overall purpose of role
The team manages the acquisition of talent into the Firm. This entails working directly with the Business and HR Partners on the complete resourcing lifecycle, setting resourcing policy and controls, promoting a positive and sustainable recruitment brand, developing strategic hiring plans, implementing a structured interview process, managing vendors, executing effective quality recruiting at all levels.
The overall objective of the Resourcing team is to ensure that the recruitment policies and processes across the firm are best practice and that high quality people are attracted and recruited within agreed cost, quality and time scales. In addition to new hires, the function is also responsible for supporting and managing internal mobility.
Key Accountabilities
• Serve as the strategic Resourcing Partner to ExCos/OpCos/Forums/Management Teams and create the resourcing strategy and vision for the Global Investment Banking and Corporate Banking Businesses.
• Provide leadership, management, development and mentoring for both local and global direct reports in addition to the wider team. Act as a role model for the Barclays Values and Culture.
• Partner with other global leads to train and develop the team globally, ensuring best practice source mix in line with resourcing policy
• Maintain overall accountability for Resourcing service delivery and operational performance
• Manage senior searches and complex offers; partner with HRBPs on succession planning; and pipeline external talent
• Formulate and implement project strategy considering regional and business specific nuances
• Design, plan, drive and lead transformational initiatives, projects and continuous improvement to ensure resourcing delivery is market leading
• Promote best practice across the Resourcing function, including driving and communicating the most cost effective and innovative sourcing strategies
• Analyze the efficiency and effectiveness of resourcing activity and ensure continuous opportunities to improve the candidate experience and quality of hire
• Identify and implement solutions and programs that will further advance our Diversity & Inclusion objectives
• Develop accountability, structure and act as point of escalation
• Build and enhance existing platform including people, process and tools to support increased hiring and growth strategy
• Develop strong partnerships with senior level stakeholders including Business Heads, Business Managers and HR colleagues
• Partner with and manage the onsite RPO to deliver an effective outsourced service for the region/site
• Manage relationships with external contacts, including Search Firms and other key suppliers
• Advise and guide the business on: appropriate compensation packages, interview best practice, candidate source mix metrics and resourcing policy
• Involvement in group-wide talent acquisition initiatives and projects
• Align service to key policies ensuring successful compliance with all audit requirements of the function
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
Person Specification
Basic Qualifications/Skills
• 15+ years of overall experience
• 5+ years of recruitment experience within Investment Banking to include:
◦ Experience designing and implementing a resourcing strategy and vision
◦ Knowledge of end-to-end recruitment best practice to ensure a smooth and time-sensitive experience for candidates and hiring managers alike
◦ Experience managing an RPO
◦ Experience building relationships, influencing senior management and business leadership teams and quickly building credibility with senior stakeholders
• 3+ years of team management experience including both direct and indirect resources
Preferred Qualifications/Skills
• Proven track record of translating resourcing and attraction strategies into workable and commercially focussed policies and plans
• Able to work in a fast paced, high pressured, delivery focussed environment
• Strong commercial acumen and planning skills
• Able to engage, motivate and lead teams to deliver to stakeholders
• Flexible to support changing levels of business activity
• Able to analyze MI to make changes and drive improvements
