Description
Position Summary:
The Vice President Project Management manages a group of Project Managers responsible for ensuring IT projects are delivered on time, within budget, thoroughly tested and with the functionality committed. Creates clear communication channels and practices with her/his team, the Corporate Project Management Office, project sponsors, project stakeholders, internal and external teams/vendors and the Business Line Information Systems Officers. Understands and endorses the corporate and IT PM processes and ensures her/his direct reports do the same through one on one sessions and general coaching. Builds and maintains a staff of trained PM’s to support the project needs of the organization. May be expected to manage projects in addition to management responsibilities.
Areas of Responsibility:
• Oversees the scope, planning, testing, execution and reporting of IT projects for the organization. This includes assessing the scope of a project to evaluate IT involvement, resource requirements, and works with the various resource managers within IT to deliver within the committed schedule and budget set for the project.
• Assists with accurate estimation of project resources, timelines and costs while providing guidance to the Business Line IS Officers and business stakeholders on their projects.
• Escalates concerns on projects to the appropriate BLIS Officers and/or Project sponsors regarding issues that will cause a delay in the project completion, a scope change, a reduction in functionality or cost changes. Escalation should be accompanied by recommendations to mitigate the risks/concerns.
• Monitors and ensures Quality Control components (scope changes, milestone timelines, budget performance, resource usage, functionality changes are accurately communicated and reported.
• Works with the BLIS Officers and CIO to evaluate alternatives, consult stakeholders and sponsors and decide on a plan of action when the need arises.
• Works with the BLIS Officers and CIO to resolve priority conflicts that arise due to resources or business priorities.
• Ensures the proper level of communication is provided to the customer community on all projects where some aspect touches or impacts them.
• Reviews and approves all Change Requests the PM’s have on IT projects, before they are submitted to SPUD.
• Maintains a staff of well trained, capable PM’s and Senior PM’s to handle the workload. Works with the CIO or their designate to determine proper staffing level and experience.
• Participates in the development of a “certification” program within the enterprise for PM’s to ensure the proper knowledge level.
• Assist in gathering information/data for Key Performance Indicators relating to Project Management responsibilities.
• Works in conjunction with the Corporate Project Management Office on standards relating to reporting and processes.
Qualifications
• Bachelor’s Degree or Equivalent Experience.
• 7-10 years of related experience.
• Must have excellent organizational skills, an attention to detail, excellent written and verbal communication skills, and outstanding interpersonal and customer service skills.
• Experience leading a team is very highly preferred.
