General Summary
JLL is looking for a Development Program Manager with general technical knowledge and excellent technical and software development project and program management experience. This individual must be knowledgeable in and comfortable with Agile development and willing to champion and mature the development lifecycle processes. This role requires efficient time and resource management, and a focus on the minimum viable product and technical vision. The ideal candidate will be capable of managing competing priorities for fluid teams functioning across multiple products.
Primary Responsibilities:
• Responsible for scheduling and facilitating daily scrum, sprint planning, backlog grooming, project visioning, and retrospective meetings.
• Helps Product Manager manage the product backlog to ensure it’s up to date and ready for the next sprint.
• Execution of the SDLC - enforces technical and process standards
• Creates useful, reliable and practical plans for software development projects that ensures deliverables are on time with minimal defects
• Provide guidance for technical work as needed.
• Manages project challenges and resourcing needs and assists in managing resources and ensuring optimal resource utilization
• Identifies and advises on resource developmental opportunities
• Assists in resource rotations across applications, ensure sufficient cross training among teams and team members for products they’re responsible for and facilitation of cross-application knowledge transfer and training
• Work with business stakeholders to define milestones, communicate progress, release plans, and timing as needed, and as part of the Agile process.
• Collaborates with internal IT partners
Works closely with the following:
• Developers daily enforcing proper process flow
• Architects to understand technical/skill requirements and challenges
• Business Analysts to ensure a functional level of detail in requirements
• Project Managers to communicate and coordinate project resourcing, timelines, milestones, and scheduling
• QA personnel to ensure proper QA coverage and coordination
• Other Dev Team Leads to ensure optimal resource utilization
• Infrastructure Manager to coordinate releases and issue resolution
• Development Manager to communicate resource challenges, release coordination, status, and issue resolution
• Applications Delivery Managers to communicate high level application/project status, planning, and resourcing
• Product Managers to coordinate projects, release delivery, and resource availability
• Business to address and or escalate issues, coordinate release timing/communications and involvement in agile processes where appropriate
REQUIRED QUALIFICATIONS
Knowledge, Skills, and Abilities:
• Technical project management or software development management skills
• Excellent project management skills
• Ability to manage multiple ongoing projects/programs simultaneously
• Excellent relationship management and communications skills
• Strong organizational skills
• Business analysis and requirements gathering
• Resource management - dedicated and shared resources
• Excellent time management
• Technical experience
• Working knowledge of agile methodology, frameworks and approaches
• Understands the fundamentals of iterative and incremental development
• Solid knowledge of software development processes, practices and procedures
• Self-motivated, able to set priorities and work autonomously
Minimum Experience
• Minimum of 7 years of work experience in IT industry or department
• Minimum of 4 years of work experience in leading IT projects
• Experience in managing simultaneous complex projects from inception to successful completion
• Experience with TFS
• Experience in real estate Industry a plus
Educational Level /Certifications
• Bachelor’s degree required, preferably in information systems, computer science, or business administration
• PMP certification a plus
• Certified Scrum Master a plus
