The bank’s Financial Crimes Compliance (FCC) team is responsible for identifying, investigating and monitoring relationships that pose a money laundering or terrorist financing risk in support of all legal and regulatory requirements relating to anti-money laundering (AML) and counter terrorism financing.
The Quality Assurance (QA) Analyst is responsible for reviewing investigation documentation and/or Suspicious Activity Reports (SARs) filed by Texas Capital Bank to ensure compliance with Bank Secrecy Act (BSA) requirements, regulatory expectations, and internal policies. The QA Analyst will be on a team which has QA responsibilities of all investigative units within the bank, which includes Alerts, Anti-Money Laundering (AML), Terrorist Financing (TF), and High Risk Customers.
A critical component of the job is to ensure the investigative units are making appropriate risk decisions including the decision to file a SAR or not file a SAR. Therefore, the QA Analyst should have an intermediate or advanced understanding of common money laundering/fraud typologies (e.g. Human Trafficking, Elder Abuse Scams, Black Market Peso Exchange, etc.). In addition to a normal case/SAR QA workload, the Analyst will be tasked with various projects, including potential recurring monthly processes which may involve interaction with managers in other groups within Compliance or FCC.
A QA Analyst will need to be capable of working both independently and within a team environment. Due to the nature of AML/TF work, it is essential that an analyst is capable of making balanced decisions in a confident manner and is willing to defend positions using sound logic and reason. In addition to conducting traditional core BSA/AML QA testing, the QA analyst will be tasked with non-traditional testing methods which may differ from month-to-month. Flexibility and willingness to learn is a must.
Responsibilities
• Review SARs and/or investigation documentation to ensure they consistently meet Bank Secrecy Act requirements, regulator expectations and internal policies (timeliness, accuracy, completeness).
• Evaluate the effectiveness of investigative work products to ensure the appropriate risk factors were considered in the overall decision to SAR/No SAR.
• Serve as a control owner for controls maintained by QA
• Participate/Lead in periodic QA calibration sessions to improve quality and consistency.
• Provide feedback and training to the bank's investigation teams on how to improve their SAR reporting and investigation quality
• Assist with trend analysis on SARs filed by the bank, to include deficiencies in SAR reporting, but also in regard to suspicious activity, account type, and/or geographic trends identified.
• Prepare reports for Investigations Quality Assurance management.
• Assist in implementation of AML/BSA detection and prevention methods, such as training and instruction manuals.
• Lead special projects or critical casework.
• Actively ensure compliance with the Texas Capital Bank Code of Ethics and all Anti-Money Laundering, Bank Secrecy Act, information security, and suspicious activity reporting requirements, policies, and procedures. Actively participates in any required corporate and business line training in these areas.
Qualifications
• Bachelor’s Degree in Accounting, Finance, Business, Criminology, or related field or equivalent work experience
• Prior bank experience in AML/Fraud environment or internal audit; Experience in investigations, including filing SARs on Fraud and/or AML/TF matters or related audit/regulatory experience preferred
• Knowledge of Bank Secrecy Act / Anti Money Laundering laws and regulations
• Intermediate or advanced knowledge of money laundering techniques/fraud schemes
• Capable of describing AML risks and controls
• ACAMs or ACFE certification preferred
• Strong verbal and written communication skills including the ability to edit written documentation
• Keen attention to detail on a consistent basis
• Willing to learn and be flexible to change
• Critical thinking skills
• Proficiency in Microsoft Excel, Access, Word and/or experience in using other database applications
