Responsible for establishing and maintaining visibility, trust, and confidence in CoBank’s data through the development and implementation of an enterprise data governance program and strategy. Implements organizational support for the data governance program, and collaborates with business unit leaders to establish and gain consensus on priorities, standards, definitions, policies and rules associated with ownership and use of enterprise wide information. Serves as a primary data governance liaison between business functions, Information Technology (IT) and leadership, providing leadership and direction for enterprise data governance framework and best practices.
Essential Duties and Responsibilities:
• Leads and oversees enterprise data governance strategy, operations and stewardship to ensure high-quality business information across CoBank’s business functions
• Educates business and technical communities on the purpose of data governance, and drives acceptance and adoption of data governance practices.
• Acts as a change agent and collaborator, partnering with internal and external business partners to promote solutions that optimize business value and identify opportunities for improving the quality of shared data assets.
• Collaborates with business leadership to establish engagement and ownership of business definitions, rules and conceptual business information models, implementing roles and responsibilities for accountable parties in order to promote information governance and sharing of data assets across business segments.
• Partners with business units and IT to align governance and business strategies.
• Leads the development and operationalization of key performance metrics to measure the increasing effectiveness of data management practices.
• Ensures data quality through the strategic management of information through its life cycle.
• Defines and manages key data governance processes (e.g., intake/demand prioritization process, issue management process, testing and monitoring processes)
• Manages dependencies across related programs and initiatives.
• Evaluates and recommends data governance supporting technologies.
• Chairs data governance steering committee
Basic Qualifications
• Bachelor’s degree in Business, Finance, Information Technology, or a related field.
• Twelve (12) or more years of data governance, data architecture or related experience, including experience leading and implementing data management across lines of business.
• Five (5) or more years of experience creating or managing a data governance program and providing data management leadership, including management of executive level relationships.
Preferred Qualifications
• Strong knowledge of business process, data or information management, data flows, data relationships, data quality standards, processes and proficiency with data analytical and quality tools.
• Advanced knowledge of program management concepts, project management and implementation techniques, process reengineering, and change management.
• Strong understanding of the importance and benefits of good data quality, and the ability to champion results across functions.
• Ability to lead the development of a new functional area and drive organizational change.
• Excellent facilitation, influencing and negotiation skills, including the ability to gain cross-departmental consensus.
• Superior team building skills in working with all levels of the organization to lead projects, develop and communicate standards and procedures and direct problem resolution.
• Demonstrated analytical, problem solving and research skills that facilitate working on problems that are complex and often unique.
• Initiative and ability to use technical knowledge to identify and address key issues, and determine resolution strategies aligned to business needs.
• Excellent verbal, written and presentation skills, with the ability to understand and translate abstract concepts and ideas, and communicate in both a business and technical context to non-technical audiences at all levels of the organization.
• Experience developing and conducting training.
• Experience in the financial services and/or agricultural industry preferred, with a basic knowledge of banking and lending terminology preferred.
• Experience working in a regulatory, risk and compliance environment and in support of associated projects is preferred.
• Availability for occasional work outside normal business hours.
• Availability for occasional travel.
