Job Description Summary
Provide strategic leadership in driving continuous improvement of the overall sourcing end to end lifecycle by implementing industry best practices to reduce spend, reduce risk, and increase process efficiency and effectiveness for our internal business partners and strategic relationships. Manage the Procurement Organization to successfully execute all enabling activities including contracting, governance and communications.
Responsibilities
• Develop and implement overall sourcing strategy under the guidance of executive leadership.
• Design and develop the target operating model to deliver on the approved strategy that includes an initial ongoing skills and capabilities assessment for the resources throughout the end to end process.
• Provide leadership to the Procurement team, including performance coaching and developmental opportunities to build strong, qualified subject matter experts knowledgeable of industry leading practices to meet the leadership expectations for keeping pace in our fluid and dynamic business and operating environment. Build high performing teams of Category Spend Managers and Contract specialists through internal and external training and exposure to industry associations for exposure to leading practices to strengthen the team’s procurement acumen.
• Assess the current state of the Procurement program and the organizational readiness for change and develop the strategic plan that is scalable and can implemented at the pace the company can adapt to it.
• Work with executive team to design, develop, and implement a communications strategy to manage the organizational change and adoption of the transformation of procurement policies , procedures, and strategies.
• Continually identify and implement new opportunities for cost savings, cost avoidance and proactively tracks progress towards these objectives. Prepare and presents business cases, return on investment models, and change management programs to stakeholders and senior management. Implement and measures cost savings, reduction, and avoidance programs and strategies. Continually refine these programs to deliver optimal results for the company.
• Lead negotiations with suppliers, contractors and partners.
• Manage the contracting process working closely with the Legal, Risk, and Compliance departments.
• Provide procurement leadership for all phases of the sourcing process, including project identification and start up, data collection and analysis, option development and recommendation preparation, implementation and supplier management.
• Develop and maintain contract authoring, change orders, maintenance, rationalization, and interpretation activities.
• Lead and manage the third party approval and escalation process including investigations, tracking, and resolution of problems as they occur and develop sustainable solutions.
• Facilitation of all pre-contract executive and control partner reviews including information security, physical and facility security as well as sub-contractor clearance.

• Anticipate unfavorable events through data analysis; prepare control environment for preventative, detective, manual and wherever possible automated controls.
• Produce a monthly Procurement Key Risk Indicator (KRI) dashboard to identify and manage risk exposure to be reported up to the Procurement Council and Operational Risk Committee.
• Partner with TPA Oversight, Audit/Risk/QA and Service Delivery as necessary.
• Create, maintain, and develop relationships with Distribution, Finance, Law, Compliance, Communications, and Human Resources as well as the vendor community; interact with senior management levels, which involves negotiating and influencing on significant matters such as addressing and resolving service issues, complaints, and concerns.
• Drive the coordination and execution of formal monthly Procurement Council Meetings and provide Level appropriate reports/presentations for delivery to the Operational Risk Committee and The Americas Management Board.
• Draft, govern, enforce and monitor compliance with relevant policy.
• Provide consultation, recommendations and assistance with reporting, data input, and data collection.
• Work with internal stakeholders and sourcing partners to identify bottlenecks and drive solutions.
• Understand the financial industry regulatory environment, including data privacy laws and regulations.
• Champion, sponsor and participate in key project initiatives.
• Build collaboration among diverse groups, through effective communication, consensus and team building..
• Work with key stakeholders to develop actionable reporting packages that enables leadership to take appropriate action for risk reduction and effective spend management.
• Analyze all current systems and applications currently leveraged in the Procurement team and identify streamlining opportunities as well as areas we could further exploit untapped functionality in systems like Concur and Ariba.
• Be actively engaged in all major Global Procurement Group initiatives directly and indirectly by assigning the appropriate TA Procurement Specialist to individual projects. Build strong working relationships with the other Global Procurement Leads especially with the AGT Procurement Leader.
• Adopt the Global best practices and share without Global partners the successes of pilot programs that TA Procurement implements. Identify opportunities for “Global Contracts” that enables the organization to exploit our combined purchasing leverage.
Qualifications
• Bachelor’s or Master’s degree in Accounting, Finance, Vendor or Business Management, Supply Chain, or equivalent work experience
• 10 + years of vendor/contract management experience; 8 years of management experience
Preferred Qualifications
• Lean Six Sigma, Kaizen or other Business Process Improvement methodology experience.
Behavioral and Leadership Competencies
• Strong understanding of organizational and industry governance and applicable third party and data information security policy
• Experience working with insurance and financial services regulators and governance bodies as it relates to third party directives
• Strong negotiation skills with vendors, contractors, and customers
• Deep understanding of information security, data security and privacy regulatory requirements
• Outstanding communication skills and ability to interact with all levels, across all disciplines of the organization
• Analytical approach to problem solving, with a focus on managing a team environment with attention to results and with a sense of urgency
• Demonstrated experience with procurement/AP industry systems like Ariba, Concur, FieldGlass, etc.
• Solid understanding of insurance operations and risk evaluation.
• Active participation in Sourcing, Procurement, and or Outsourcing Industry Associations.
• Experience in negotiating global and multinational contracts.

Working Conditions
• Normal office environment.
• There will be approximately 25% domestic travel required and on occasional an international business trip.
