Business Overview:
The Intermediate Holding Company (“IHC”) program structured at the U.S. level across poles of activities of BNP Paribas provides guidance, supports the analysis, impact assessment and drives adjustments of the U.S. platform’s operating model due to the drastic changes introduced by the Enhanced Prudential Standards (“EPS”) for Foreign Banking Organizations (“FBOs”) finalized by the Federal Reserve in February 2014, implementing Section 165 of U.S. Dodd-Frank Act.
The Enterprise Data Management Department was created in 2015 to setup, drive and continuously improve the way data is handled throughout the organization in the U.S. under the leadership of the CIB/AM Chief Data Officer. It looks to satisfy the requirements related to principles for effective enterprise data aggregation and reporting, and is intended to support evolving regulatory requirements. Specifically the team provides support to all other units within EDM (Data Management, Data Governance, Data Quality) and also handles directly a number of projects. The EDM Department has been established with the following 3 pillars:
• Data Governance: set the framework for developing and formalizing the “know your data” culture including formal governance forums, data certification and attestation processes. The team also captures, challenges, and tests the control framework of the bank in particular through a risk-based data trace program.
• Data Management: determine the data strategy for the platform with the objective of identifying and adopting golden sources, capturing and maintaining data glossaries and dictionaries, business and functional lineage from source to output as well as managing referential data
• Data Quality: establish a framework to assess and report on the quality of the data used for reporting purposes and an effective remediation team
In addition the department is supported by the Transversal Business Support group that includes a Project Management Office and Tools & Processes teams aiming at defining the technology strategy for EDM and providing business analysis capabilities including process design and optimization.

Data Governance is part of the overall Enterprise Data Management Department and looks to deploy the “know your data” culture through the build-out of a strong data community. This includes defining and implementing the governance framework around data with the associated policies, standards and guidelines, as well as key processes around the data control framework (certification, attestation, data controls and reconciliations, as well as a data trace program).
In this context, a federation of data stewards, embedded within each business line or function, is a cornerstone of this setup and the Enterprise Data Steward a key driver for the framework implementation and constant adjustment to changing expectations and environments within the platform.
The Enterprise Data Steward is an EDM resource reporting into the Head of Data Governance.
Responsibilities
The responsibilities of the Data Governance Lead for EDM include:
• Oversee the Data Governance Communities, Policies & Procedures Team and Enterprise Data Stewardship - manage team members directly, including work allocation
• Establishment, oversight and continuous alignment of CUSO/IHC and CIB/AM NAR policies, standards and procedures applicable to the EDM mandate and related objectives of the Risk Data Aggregation and Reporting (RaDAR) Program
• Assure cohesive integration of process intake instruments and hand-offs in procedures and their support of EDM Guiding Principles articulated in Standards
• Propose and gain approval of a KPIs framework to enable oversight over the level of maturity to be achieved by all EDM NAR support functions and Operating Entities
• Establish master list of Procedures that support each Guiding Principle. Maintain oversight of artifacts articulated in procedures to support IG assessments
• Oversee the development, implementation and communication strategy for the EDM NAR Data Community and leadership committees, including guiding principles approvals of Policies and Standards, Quarterly pillar and EDM NAR progress against objectives, including those outlined in the EDM NAR Standards of Care
• Develop and publish a common practices artifact playbook to be posted in the EDM SharePoint site supporting CUSO/IHC & CIB NAR EDM policies, standards and procedures
• Establish and accountability framework supporting cumulative responsibility of actors in the EDM Framework, leading to attestation and certification of CUSO/IHC covered reports and requirements of RaDAR Group program, specifically:
◦ Support and manage the assignment of Data Domains and implementation of ownership and accountability in a federated model, ensuring cumulative responsibility is managed and available to the certification and attestation process
◦ Support and Manage the implementation of Cumulative Responsibility Principles Develop cartographies (high level business flows)
◦ Ensure visualization of the linkages between data elements and covered reports, is available to Data Domains’ actors to enhance their understanding of the potential impacts to regulatory reporting for the data he/she owns
◦ Oversee the integration of data quality and integrity objectives of the accountability framework in position job descriptions that correspond to key manager and stewardship roles in the accountability framework
• Develop training strategy and programs for the Data Domain Community and EDM Pillar awareness and execution of Policies, Standards and Procedures
• Build awareness of actors in the responsibility framework regarding data and its lifecycle, illustrated by their understanding and control of the data they produce or aggregate, and their ability to meet specified deadlines.
Minimum Required Qualifications:
• Bachelors of Data Science, Data Analytics (or equivalent)
• At least 3 years of experience in Data Governance, FRB and BCBS 239 Regulatory compliance prior experience required
• At least 7 years of industry experience in technology / data intensive undertakings, in a production support or technology role
• Proven ability to interact with senior management and to influence senior staff in order to push an agenda
• Creative solution-minded with high energy and tenacity to keep going under pressure and meet demanding deadlines
• Develops open, considerate, effective and productive working relationships with customers, external contacts and individuals within CIB/IS perimeter
• Draws information from the market and applies broad knowledge base to make timely and logical decision that provides practical solutions for customers and others
• Responds appropriately and competently to the demands of work challenges when confronted with changes, ambiguity, diversity and other pressures
• Have exceptional organizational skills, with the ability to handle complex projects in a multi-tasking environment and meet deadlines while delivering high quality results
• Very strong work ethic and ability to deal with confidential information
Preferred Qualifications:
• Project management / PMP certification is a plus
• MBA is a plus
