Description
The Managing Director (MD) and Lead Technology Officer (LTO), IT Strategy and Portfolio Planning is accountable for developing strategies, plans and team management practices to support the following key activities:
• P&C Canada Business Relationship Management
1. Serve as the primary point of Technology interface to the P&C Canada Line of Business stakeholders
2. Coordinate all Technology engagement activities in support of the P&C Canada business (e.g., initiative intake, project delivery, IT operations, etc.)
3. Manage the presentation of integrated Technology reporting to the P&C Canada business
• P&C Canada Business IT Strategy & Planning
1. Collaborate with the business to support strategic and annual planning efforts
2. Provide Technology input to strategy and planning efforts with a focus on how technology innovation can support the achievement of desired business outcomes
3. Inform P&C Canada Technology of business strategies, plans, priorities and initiatives
• Initiative Intake, Project Consulting & Solution Architecture Design
1. Develop and implement an optimized initiative intake process with a view to enabling speed to market, ensuring business & IT alignment, and leveraging technology as an enabler to achieve business outcomes
2. Develop and implement a progressive estimation method to support an effective Business & IT engagement in portfolio management
3. Collaborate with Business Technology Specialists and Enterprise Architecture resources to progress solution architecture design through the development life cycle in a manner that ensures alignment with business outcomes as well as the Technology Reference Architecture and IT Standards
• Business Requirements Management
1. Establish an enterprise requirements management methodology.
2. Establish Business Analysis accountabilities & input to job families
3. Develop and manage Requirements Management training & job aids
4. Provide governance and quality assurance to P&C Canada requirements efforts
5. Develop Requirements Management metrics and measurement systems
In the areas of Initiative Intake, Project Consulting & Solution Architecture Design, and Business Requirements Management, the role will have a mandate that extends beyond P&C Canada and is accountable for establishing enterprise practices that may be leveraged across the enterprise.
Key Accountabilities
Business Relationship Management
• Provides Business Partners and T&O Senior Executives with an effective primary point of contact and ownership for the planning and delivery of P&C Canada technology solutions
• Coordinates and delivers integrated Technology reporting to key P&C Canada stakeholders
• Accountable for the overall quality of the relationship between P&C Canada Technology and P&C Canada business stakeholders for strategy development and P&C Canada technology portfolio planning
• Manages key technology relationships across the broad T&O organization for management of intake of work for cross-CIO/pillar managed platforms
• Maintains a network of strategic relationships in order to identify current and emerging technologies and make recommendations on their potential application/re-use for our Business Partners and the Bank
Executive Leadership
• Leads a team in managing and building positive relationships with Business Partners, technology team members, project team members, and other key stakeholders
• Proven ability to build and mentor world-class IT strategy leaders and solution architecture teams
• Establishes a culture and work environment that attracts, retains and motivates the highest caliber of skilled technology professionals
• Builds and grows talent by developing skills and capabilities to ensure P&C Canada portfolio success, achieve business and technology results, and improve the end-to-end customer and employee experience
• Provides thought leadership for IT development strategies to Business Partners and other technology groups
Business IT Strategy & Planning
• Provides Business Partners and T&O Senior Executives with an effective primary point of contact and ownership for strategy development and portfolio planning of all P&C Canada technology solutions
• Conducts external environmental scanning to identify current and emerging technologies/ business solutions. Sets strategies for emerging technologies
• Understands the current and future business strategies and requirements of each P&C Canada LOB segment
• Directly accountable for developing and maintaining the multi-year IT P&C Canada Plan that includes long-term and shorter-term IT roadmaps for each P&C Canada LOB segment that align to business roadmaps
• Develops and negotiates, with Business Partners, tactical IT plans required to achieve business strategies, priorities, and objectives
• Manages a team of Portfolio Directors accountable for developing the longer-term IT roadmap and prioritizing projects/initiatives that meet business objectives
• Establishes and directs the annual technology development spend plan for the P&C Canada LOB – Negotiates investment priorities and resolves competing resource/ IT development spend demands with key LOB Heads in order to optimize business impact across P&C Canada
• Represents P&C Canada Technology and plays a leadership role in business planning and strategy meetings
• Proactively provides market and technology insights into business planning activities
• Leads Business Partners to simplify, shape ideas, and refine strategy to maximize the value created through technology enablers
• Interacts with the P&C Canada Project Portfolio Lead to align P&C Canada technology forecasting, resourcing, budgeting, and project delivering management to the multi-year IT P&C Canada Plan
• Interacts with the P&C Canada Technology Business Management & Governance Lead to align P&C Canada reporting metrics are aligned to the achievement of key business, operational, and transformational metrics
Initiative Intake
• Primary accountability for the technology idea phase and initiative start-up processes; standardizing the initiative intake process, scope definition, and requirements process & oversight across P&C Canada
• Provides guidance and leadership to Business Analysts and Business Technical Specialists from the Technology Development & Operations teams to:
(a) Capture problem statement definition, business context, preliminary requirements, and potential benefits (e.g., as-is, to-be, use cases, etc.) from appropriate stakeholders
(b) Define impacted business capabilities and preliminary capability breakdown
(c) Provide recommendation of solution development approach (e.g., waterfall, iterative, Agile, etc.)
(d) Determine Level 0 technology allocation (early stage opportunity) estimates (+/-30%) by capability
(e) Conduct estimation validation with appropriate technology groups
(f) Manage financials of the overall development plan and allocates and maintains funding items in Clarity
Project Consulting & Solution Architecture Design
• Primary accountability for the application solution architecture and project solution architecture development for all P&C Canada-led initiatives and applications, ensuring that architecture aligns to business needs
• Manages a team of Solution Architects accountable for the application solution architecture and project solution architecture development for all P&C Canada-led initiatives and applications
• Manages the development of solutions that are aligned to the Technology Reference Architecture and IT standards, that leverage and build Enterprise components and reusable assets, and which support a “build-to-run” design
• Manages decisions and trade-offs within project constraints (time, budget, etc.) to advance the strategic technology agenda while maximizing business value delivered
• Ensures the development of the conceptual solution (including components, re-use opportunities, enterprise foundations, etc. [including Technology Development Review Committee [TDRC] concurrence]) and solution options
• Engages with the P&C Canada Technology Architecture Lead as appropriate to develop architecture roadmaps for P&C Canada systems
• Interacts with the Enterprise Architecture group to ensure alignment to the enterprise-wide systems and application architecture
• Provides oversight for the approval process for all required solution architecture documents for P&C initiatives
• Leadership of a Consulting and Requirements Centre of Excellence supporting the execution of BMO standard requirements and consulting practices, tools, training, and execution
• Develops and applies standards and approaches for Business Consulting and Strategy Development across P&C Canada T&O
• Tracks and manages skillset inventories and capabilities across consulting and requirements practitioners
• Applies SDLC standards for requirements management including training for tools and approaches
• Provides consulting/advisory on project initiatives throughout the implementation process to support the management of change in requirements and solution architecture
Business Requirements Management
• Coordinates with the Technology Development & Operations teams supporting the P&C Canada business segments on business requirements identification and management to deliver project scope
• Leads and participates in a business analysis (BA) community of practice and identify advocates for best practices related to the BA profession
• Establishes and maintains a requirements management methodology and identifies associated training
• Provides guidance and direction to ensure that the Business Analysts and Business Technical Specialists within the Technology Development & Operations teams possess a strong understanding of the end-to-end business requirements approach, process, and artifacts/deliverables when making decisions within projects/programs
• Provides leadership, direction and coaching to develop business analysis/ requirements gathering skills and organizational capabilities to meet/exceed strategic goals and achieve business results
• Oversees, reviews and approves requirements artifacts/deliverables for P&C Canada Technology provided by the Technology Development & Operations teams supporting the P&C Canada business segments tasked with delivering business requirements on a broad range of projects and/or programs varying in risk, size, and complexity
• Acts as a consultant / resource to Business Partners and stakeholders at all levels by promoting and developing awareness of business analysis, requirements discipline and best practices
• Provides insight, information and recommendations to the BA community of practice to align with enterprise and industry best practices
• Maintains high level of awareness of current enterprise, industry trends and best practices as it relates to Business Analysis and is considered a subject matter expert with advanced knowledge of the business analysis discipline
• Provides guidance/support with the delivery of the business case and requirements documentation with focus on reusability, scalability, innovation and enterprise solutions
• Reviews the quality of artifacts and track individual progress based on performance measures/metrics
• Contribute to the development of templates, best practices, learning tools and professional development that will drive efficiency and effectiveness
• Oversees deliverables for project delivery and align with enterprise-wide discipline, best practices and governance
• Ensures that the business analysis team maintains compliance and procedure guidelines to support satisfactory audit results
Qualifications
Knowledge:
• Possesses a university degree/college diploma in Computer Science or equivalent work experiences. Masters degree in Computer Science or MBA with technology as a core component preferred
• Demonstrates deep knowledge of business process, market trends, technology trends, other trends, and latest innovations impacting the P&C Canada business
• Maintains an advanced understanding of the organization’s goals and objectives
• Is able to achieve results that meet both short and long term business objectives
• Exhibits a proven track record in achieving or exceeding objectives
Skills:

Experience:
• In depth expertise in IT development and implementation, acquired through 10+ years of IT managerial experience supporting financial services
• Possesses 10+ years’ experience managing and/or directing an IT delivery team
• Advanced experience in business IT strategic planning, solution architecture, requirements management and project management/consulting
• Advanced working experience in a team-oriented, collaborative environment
