JOB:
Morgan Stanley Services Group Inc. seeks a Vice President in New York, New York:
Work as a member of the Operations and Compliance Technology (OCT) Operational Management team to create and sustain an operating environment that supports the successful delivery of programs and services across all OCT departments. Develop and maintain collaborative, client-focused relationships with department leads at MD and senior ED level to optimise delivery of operational management services for each department. Become a trusted partner in the operational management of OCT's departments, and influential in their success. Provide deep, Morgan Stanley-specific expertise in the domains of project and development lifecycle, organizational governance, risk management, financial management, stakeholder management and resource management. Use this expertise to identify innovative solutions to operational management challenges that meet the regulatory and control policy requirements of the Firm, and are reusable across the organization.
Drive business results by helping OCT's departments be more productive while maintaining full compliance with Morgan Stanley's control policies and the requirements of our regulators. Provide enhanced support and developmental feedback to program managers and project delivery managers.
Contribute to building OCT's delivery management capability by acting as a coach and mentor on program and project lifecycle management and software delivery lifecycle best practices, as well as on Morgan Stanley policy and procedures.
Evaluate and enforce process adherence across departments.
Maintain up-to-date program and project status reports and other tracking artefacts to a consistently high standard of data quality.
Optimize program control by working across organizations to ensure all stakeholders are appropriately engaged.
Maintain control over organizational risk, advising departmental leadership on mitigating and corrective actions as required.
Participate in the definition of organizational controls, standards, and toolkit.
Plan and execute rollout across OCT. Design and implement effective processes, tools and techniques for providing organizational management with current and relevant management information, optimized to enable executive decision-making.
Provide timely and appropriate escalation of delivery and organizational risks and issues and ensure that these are tracked to resolution.
Coordinate resource allocation across OCT's project portfolio to ensure optimal resourcing of prioritized demand within applicable budget parameters.
Maximize effective use of resources through tactical resource prioritization and strategic workforce planning.
Maintain accurate cost forecasts and detailed analysis of actual cost variances.
Plan and execute annual budget planning and quarterly rebaselining.
Monitor and enforce complete and accurate billing of manpower and non-manpower costs.
Direct the implementation of a communications strategy that effectively engages internal and external stakeholders in achieving the group's objectives. Implement creative engagement ideas that sustain a supportive and stimulating environment for the development of talent in OCT.
Design, implement and continuously improve communications channels across a variety of platforms (email, Sharepoint, Jive).
Qualifications
REQUIREMENTS:
The position requires a Bachelor’s degree in any physical, financial, technical, or management related field of study and four (4) years of experience in the position offered or as an Associate, Project Manager, Business Analyst, or related occupation. In lieu of a Bachelor’s degree, the employer will accept two (2) additional years of experience as an Associate, Project Manager, or related occupation. The position requires prior experience performing a project management or PMO role in a multi-workstream, multi-location technology environment. Working knowledge of iterative and agile software development lifecycles, and experience of at least one standard development methodology. Demonstrable experience in creative information design. Working knowledge of Sharepoint and/or Jive page design, or equivalent. Experience in preparing and presenting complex data for a senior executive audience. Working knowledge of financial management concepts, including capitalization and asset depreciation. Experience of budget preparation and maintenance for a large organization. Proven experience developing, documenting, and implementing standards across a diverse and distributed group. Experience in workforce management, communication, and engagement planning. Must have excellent Microsoft Excel, PowerPoint and Project skills and previous financial services experience. Employer will accept any suitable combination of education, experience, or training.
