Description
Barclays Services Corp. seeks a Vice President – Program Manager, Volcker Program for its New York, New York location.
Duties:
Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies in support of Barclays’ Volcker Program.
Gather and organize information on problems or procedures and analyze data to develop solutions or alternative methods of proceeding.
Collaborate with global operating models and stakeholders across multiple regions to drive process reengineering and improvement.
Define and implement proprietary trading controls and financial tracking capabilities as required by International banking regulations including the Volcker Rule, Dodd Frank, and Basel II.
Engage in Regulatory rule discussions to determine impact on business models including standards, policies, processes, and governance.
Utilize PMP, Lean, or Prince2 to implement and manage Regulatory Programs in Financial Services Industry.
Oversee management of internal groups to define and execute on Regulatory program deliverables, including Finance, Market Risk, Compliance and IT.
Manage project risks, escalate issues as required, and provide regular reporting regarding program/deliverable status to senior management.
Utilize predictive analytics and business intelligence to conduct data analysis, utilization, and trend analysis and liaise with Audit regarding reviews and implementation of action plans to address findings. Correspond with external Regulatory bodies to explain business approach and information provided in order to maintain compliance with rule requirements. Develop operating model and processes to ensure data governance and defect management within sustainable infrastructure support
Assess trade capture, data management, and compliance systems and designate areas in need of impact assessment review.
Coordinate with external industry bodies, such as the SIFMA organization, and participate in round tables and external counsel sessions to understand impact of industry positions on regulations on Barclays’ conformation approach.
Utilize SharePoint Administration to manage projects and track deliverables.
Ensure internal project management adherence to processes and reporting standards and coordinate business support across multiple regions to provide solution planning and tracking and ensure conformance with business objectives. Liaise with key stakeholders and working team members to understand and document business needs and priorities for high level requirements. Ensure stakeholder buy-in and signoff throughout project lifecycle. Perform deep dives into data and processes to conduct impact assessments, enhancements, or new builds.
Requirements:
Bachelor’s degree in Business Administration, Economics, Commerce or related field and 7 years of post-Baccalaureate experience in position offered or as Program Manager, Business/Systems Analyst or related occupation within the financial services industry. Employer will accept three or four year U.S. or foreign Bachelor’s degree.
Demonstrated experience must include:
(1) Defining and implementing proprietary trading controls and financial tracking capabilities.
(2) Utilizing predictive analytics and business intelligence to conduct data analysis, utilization, and trend analysis.
(3) Assessing trade capture, data management, and compliance systems and designating areas in need of impact assessment review.
(4) Performing deep dives into data and processes to conduct impact assessments, enhancements, or new builds.
(5) Utilizing PMP, Lean, or Prince2 to implement and manage Regulatory Programs in Financial Services Industry.
(6) Utilizing SharePoint Administration to manage projects and track deliverables. 40 hrs/wk.
