Overview
The Associate Director of Corporate Purchasing has overall responsibilities for the design function and continuous improvement of the process of procurement and supply management for SEC. This person is accountable for product, services, and material sourcing of the highest quality at the lowest possible price.
This individual will be expected to make a significant contribution towards the development of corporate policies, direction and strategies and by his/her performance, help ensure the strong financial condition, performance and reputation of the company.
This individual works closely with the SEC Facility Department procurement activity including vendor selection, price negotiation, and contract review, including guard service, HVAC, voice and data, mailroom, grounds keeping, food service, all MRO, and janitorial at all SEC facilities.
This individual will oversee the Senior Manager of Procurement, responsible for Corporate Cards and Purchase Order activities. The Associate Director of Procurment will also work with the Accounting team in updating and reviewing the Corporate T&E policy.
Responsibilities
• Responsible for the procurement activity, including all RFQ requirements, vendor selection, price negotiation and contract review.
• Responsible for the review of all potential procurement related contract obligations for SEC
• Responsible for the SAP Vendor Master file for all of North America
• Responsible for continually reviewing the supply management functions operating results related to established objectives and ensuring that appropriate actions are taken to correct unsatisfactory conditions.
• Responsible for establishing policies and procedures to direct the management of all travel and entertainment for SEC, which entails two travel agencies, with an estimated volume of $20 million per year.
• Responsible for the management of the wireless device program, including cell phones and PDA devices
• Responsible for all significant IT procurement activity including the issuance of RFQ’s, lease vs. buy decisions, and contract review
• Responsible for developing and gaining approval for the operation and capital budget for all supply management activities and monitoring them to assure continued compliance
• Responsible for establishing the supply management organization structure and staffing requirements best suited to achieving corporate and process goals.
• Responsible for developing short and long range plans, objectives and strategies for the supply management function.
• Responsible for insuring alternate sources of supply and substitute materials and services for all key purchases.
• Responsible for improving the supply network by improving current vendor’s performance and identifying new vendors to ensure the highest quality at the best cost.
• Responsible for the electronic and packaging recycling programs at all SEC locations
• Oversee all corporate credit cards, including best practices for usage, compliance and employee satisfaction.
Qualifications
1. Bachelor’s Degree in Business Administration with an MBA preferred.
2. Minimum of 5-10 years experience in the purchasing/procurement area in a corporate environment.
3. Ability to think strategically and develop appropriate procurement plans that enhance the operating efficiency and service of the corporation.
4. Excellent communication skills both written and verbal in order to interact on a day-to-day basis with corporate executives, general managers and other key managerial personnel; to assist them in implementing appropriate purchasing policies and procedures for their respective divisions and/or departments.
