POSITION SUMMARY
The Director of Programs and Services will lead the Project Management Office, Enabling Technologies and Training Strategy for the Surgical Instrumentation organization within Johnson & Johnson Vision with primary goals being global responsibility for predictable delivery of product development projects, continuous improvement of the overall project management capability of the organization, design control harmonization, leading portfolio strategy and planning, shaping the R&D Services solutions including training, tools and software strategy and implementation.
This role will facilitate project portfolio management by providing decision support and meeting facilitation of senior management forums responsible for project prioritization, gate decisions, and product development portfolio optimization. Responsibility will include implementing and maintaining a common product delivery process and project management methodology for the organization, defining overall project management standards and tools, and establishing a project management talent development path. Lead identification of risks, issues, and detailed governance. This role will lead the project management team for Surgical Instrumentation, provide coaching and feedback to team members, and provide team direction and leadership. The Director of Programs and Services will also provide coaching and support to senior executives and sponsors regarding their role in ensuring project success.
This role will also have leadership for building out new Surgical Instrumentation PM team and responsibility for new excimer laser business development projects and transition and integration leadership responsibilities around organizing projects appropriately given the pursuit of external and or internal business development opportunities- for example if business were to pursue business development opportunities to expand the Surgical Instrumentation product portfolio this role would manage/lead all transition and integration responsibilities globally. The role delivers results by engaging cross-functional and cross-Enterprise resources to deliver expected results. Adheres to environmental policy, procedures, and supports department environmental objectives.
KEY RESPONSIBILITIES
• Responsible for compliance with applicable Enterprise and Business Unit policies and procedures.
• Responsible for delivering major change management programs that include equipment development process improvement and business integration.
• Improves project execution by coaching project managers and teams in building well-integrated, realistic project plans, and by ensuring team and organizational commitment to desired results (business case). Co-facilitates key program/project strategy and planning meetings as needed.
• Implements and/or conducts project reviews for early detection and proactive management of risks within and across projects.
• Works with the Project Sponsors and Project Managers to drive timely decisions and resolution of issues.
• Maintains a timely and accurate “system” for communicating project status to executive team, functional managers and other key stakeholders, highlighting key contributions needed to “stay on track”.
• Implements “minimum practices and standards” for requirements identification, change control, issue escalation, schedule management, risk management, reporting, and other critical PM processes.
• Establishes standard operating mechanisms for effective information sharing at all levels of the organization and across geographic locations. Provides direct coaching to Project Managers on increasing their own and team’s communications effectiveness.
• Establishes a Lessons Learned process and a historical database to support continuous improvement on planning and estimating project schedules and resources, identifying risks, etc.
• Assesses project team capability, and recommends specific actions to improve project performance and predictability. Provides coaching and feedback to project teams and management on their contribution to project outcomes.
Project Management Best Practices
• Maintains a common project management methodology and tools for AMO, leveraging best industry and internal practices.
• Maintains and drives improvement of the product delivery process (PDP) and related templates, tools and procedures.
• Establishes a learning path/curricula and on-the-job coaching to support cross-functional application of PDP (product delivery process) and project management practices.
• Participates in industry specific PM forums, and professional organizations to increase own project management knowledge, help identify competitive strategies, and to benchmark best practices.
Portfolio Management Support & Pipeline Tracking
• Portfolio planning, reporting & analysis leadership to enable effective Surgical Instrumentation (Equipment) portfolio health assessment & decision support capabilities. Examples include; optimal pipeline risk, timing & value balance; pipeline sufficiency to achieve business growth plan, pipeline ROI & resource optimization, pipeline management of upstream innovation & strategic growth platforms, internal vs. external innovation portfolios plus leading other key Surgical Instrumentation (Equipment) portfolio health indicator/decision capabilities.
• Facilitates project prioritization and selection, and on-going gate reviews, ensuring that the right portfolio balance is achieved and aligned appropriately with strategic goals.
• Measures and reports project, program and portfolio value to the organization through a simple set of business metrics (i.e., NPV, payback period, profit from new products, etc.).
• Facilitates portfolio discussions on trade-offs based on resource needs vs. capacity, and risk/reward scenarios. Supports scenario planning efforts at the portfolio and project level to increase value to the business.
• Works with the New Products Committee to ensure appropriate allocation of resources to projects and to resolve competing project needs.
• Helps identify interdependencies among projects and recommends to the NPC, opportunities to leverage resources across multiple projects.
Training and Enabling Technologies
• Develop and implement business excellence processes and tools across the Division to improve productivity, cost, and quality metrics.
Development of PMO Staff and Operations
• Drives optimal structure, development and allocation of project managers to prioritized projects across multiple geographies), including defining a development and career path for PM roles.
• Direct Reports- 6-12 direct; Indirect reports varies by project.
• Perform other work-related duties as assigned.
QUALIFICATIONS
REQUIRED
• A minimum of a Bachelor’s Degree in a Science or Engineering discipline (electrical, mechanical, systems or related discipline) and a minimum of ten (10) years of relevant experience is required.
• A minimum of 10+ years of experience in Engineering, Program / Project Management or related experience is required.
• Familiarity with portfolio management at a franchise / business unit level is required.
• Demonstrated success in the management of large, global, complex, highly interrelated programs / projects is required.
• Business and Financial Acumen is required.
• Demonstrated analytical skills including understanding of financial principles and how to leverage this knowledge to make sound business decisions and/or recommendations is required.
• Excellent interpersonal skills, ability to act as a change agent and adapt to changing business and organizational dynamics is required.
• Excellent communication (verbal & written) and facilitation skills are required.
• Leadership experience with collaborating, networking and influencing in a matrix organization is required.
• Must have the ability to interact with all levels of management and lead discussions without line authority to create alignment of senior cross-functional stakeholders.
• Demonstrated ability to think strategically and deliver results is necessary.
• This position will be located in Milpitas, CA or Santa Ana, CA and may require up to 20% domestic and/or international travel.
PREFERRED
• Medical device industry experience preferred.
• Previous experience with development and leadership of a project management office. Transformation/Integration experience preferred
• Advanced degree (MS or Ph.D.) preferred.
• PMP Certification, Six Sigma Black Belt preferred
