Summary
The Human Resources Director is directly responsible for the overall administration, coordination and evaluation of the human resources function.
Key Responsibilities
• Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
• Recommends, evaluates and participates in staff development for the Company.
• Participates on committees and special projects and seeks additional responsibilities.
• Develop and imp internal and external recruiting strategies and programs.
• Establish recruiting plan and budget
• Develop staffing strategies and implementation plans and programs to identify talent within and outside the corporation for positions of responsibility. Identify appropriate and effective external sources for candidates for all levels within the company.
• Develop appropriate policies and programs for effective management of the people resources of the corporation. Included in this area but not limited only to the following would be programs for employee relations, affirmative action, sexual harassment, employee complaints, external education and career development.
• Enhance and/or develop, implement and enforce human resources policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the corporation. Manage the human resource information systems database and necessary reports for critical analyses of the HR function and the people resources of the Company.
• Oversee the management of budgeted financials
• Build and maintain relationships with managers and supervisors across the business.
• Positively affect turnover rates by establishing and implementing best hiring practices.
• Communicates changes in personnel policies and procedures and ensures proper compliance is followed.
• Coordinates or conducts exit interviews to determine reasons behind separation.
• Consults with legal counsel as appropriate, or as directed by the VP HR, on personnel matters.
• Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
• Assists with CBA Administration
• Provides HR specific training (Harassment, Interviewing)
• Manages leave administration, separations and layoffs
• Oversees EEO reporting
• Track employee turnover and make recommendations for how to reduce
• Annually reviews and makes recommendations to executive management for improvement of the agency's policies, procedures and practices on personnel matters

This position manages all employees performing human resources generalist and recruiting functions and is responsible for the performance management and hiring of the employees within that department.
• Build and lead a team of direct reports to successfully align across all functions and geographies
• Coaching and development of direct reports
• Provide performance feedback monthly to direct reports
• Execution of the talent strategy and succession planning within the HR organization
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
While performing the duties of this job, the employee is occasionally required to stand, walk and sit. The employee is regularly required to talk and hear. The employee must occasionally lift or move up to 25 pounds.
Position Type/Expected Hours of Work
This is a full-time position.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Required Education and Experience
Bachelor's degree or equivalent or four to 10 years' related experience or training, or equivalent combination of education and experience.
