Specialist Test Development
The Specialist Test Development is responsible for providing support in the coordination, implementation, execution, and control of specific project tasks while providing consistency with GEDTS strategy, commitments and goals. The Project Manager is accountable for meeting program schedules and resource fulfillment activities. The TDA will work closely with GEDTS and VUE staff including Test Development Managers, Program Managers, and the Senior Director, as well as external vendors as necessary.
Overarching Duties:
1. Scheduling, Task Management, and General Project Management
1. In primary collaboration with GEDTS and VUE staff including Test Development Manager(s) and Assessment Director:
1. Establish and manage day to day project schedules in an approved schedule management software tool
2. Oversee coordination of deliverables and communication across teams (editorial, publishing) to track status of assessment development
3. Schedule meetings, draft meeting agendas, and take notes for assigned assessment meetings
4. Coordinate, develop, support, and/or oversee project level documents as assigned
2. In primary collaboration with GEDTS Project Manager:
1. Oversee project level issue logs
2. Support project risk analysis
3. Support Root Cause Analysis investigations, documentation, tracking and preventative action oversight.

2. Special Projects and Vendor Coordination
1. Committee Meetings: Manage plans for content/fairness reviews including overseeing recruitment, meeting set-up, and materials preparation.
2. External Consultant Management: Manage plan and materials for the the key review process and for other external consultants as needed.
3. External Vendor Management: Support the development of special forms by coordinating communication and deliverables with outside vendors for Braille, Screen-Reader, Paper, Spanish etc.
4. Vendor/Consultant Payments: Coordinate and monitor invoicing and payments to content item writers, reviewers, consultants, and vendors by GEDTS and Company VUE.
5. Exam Developer Migration: Provide project management support in the migration of content in VUE’s Exam Developer item and test authoring system.
6. Process Documentation: Develop and manage process documents for assigned projects.

Qualifications
Education and Experience:
• Bachelor’s degree in business, education, or related field, required
• Masters in Education, Mathematics, Science, Educational Measurement and Testing, or equivalent experience, preferred
• Minimum of 5 years of experience in a role that supported project or program management, required
• Minimum of ten years experience in assessment, curriculum development, instruction, and/or educational publishing required
• Minimum of five years experience in large-scale educational measurement including involvement in test construction, item development, standards alignment, and test design
• Experience with Company VUE systems and processes, required
• General knowledge of all phases of the development, processing, scoring and reporting of large-scale assessments required
