The Office of the Insurance Commissioner's (OIC) Information Technology Unit is seeking a motivated and qualified journey-level Software Quality Assurance Tester. This position is assigned to the Operations Division, located in our Tumwater office.
Join our small, hardworking Business/Systems Analysis and Quality Assurance team and put your journey-level quality assurance and application support skills to the test. In this position, you will be responsible for making sure new system software aligns with its purpose, validate code quality, and ensure traceability of user requirements to the software design and application. You'll be responsible for releasing new software into production as the "release master". In addition, you will provide second-tier technical and system supportfor enterprise-level applications.

Participate in software design sessions with business users
Analyze the requirements and design for usability, testability and policy adherence and system standards
Complete impact analysis of the functionality being changed and create the test plans
Determine and define system test scenarios in the workflow database tool
Execute the actions documented in the test cases in the appropriate application
Research issues to validate defects
Provide end-user documentation, training, and post-implementation issue resolution support.
Work with business users to identify, analyze and resolve data issues on agency mission-critical systems
Document root cause and issue resolution
Design, create and manage custom reports for business users
An Associate's degree or higher in Computer Science, Computer Engineering, or other related field AND three (3) years qualifying professional IT experience*. (*Qualifying professional IT experience is defined as experience in one or more of the following IT disciplines: IT business analysis, IT consulting, systems design, systems analysis, or IT quality assurance).
Five (5) or more years of recent professional experience in analyzing, designing, installing, programming, and/or maintaining computer software applications, providing end-user system support, configuring hardware, network infrastructure equipment or providing customer or technical support in information technology.
AND, after qualifying by a method above:
Two (2) years providing direct end-user support for a high-risk mission-critical enterprise-wide system.
Two (2) or more years of experience with Microsoft SQL Server (or equivalent database environment) and analyzing data to identify issues using structured query languages.
One (1) or more years of experience providing end-user training and writing end-user documentation.
Preferred/DesiredQualifications of this position include:
Two (2) or more years of experience performing the following functions:
◦ Diagnosing and resolving imaging problems for an enterprise-wide imaging system.
◦ Installing, configuring, and maintaining industry standard imaging software.
