The Joint Polar Satellite System (JPSS) Common Ground System (CGS) is NOAA’s next-generation operational Earth observation Program that acquires and distributes global environmental data from multiple low earth, polar-orbiting satellites. JPSS data is used for mid-range 3-7 day ahead warnings of severe weather; and environmental imaging and monitoring for short term polar weather and global ocean / atmosphere forecasting/monitoring. JPSS also supports DoD Weather, European Weather, the Japanese Space Agency and the National Science Foundation.
The JPSS Command, Control, and Communications Segment (C3S) program is seeking a highly experienced senior Software Engineer (SWE) to be the C3S Product Lead. As a member of the IPT management team, this role reports to the C3S IPT Lead and perform duties consistent with leading a multi-discipline team to deploy software releases using an Agile/DevOps approach. The ideal candidate will be able to thrive in a multidiscipline, agile, continuous integration DevOps environment.
Key responsibilities include:
Oversight of all proposed C3S SW baseline changes and leading Product team through Agile / DevOps execution.
SW schedule, cost, risk & opportunity management
SW support for factory and site integration & testing
Work closely with Mission Support and Operations Teams to ensure continuous support to the operational system
10+ years of technical engineering experience with a demonstrated track record of increasing scope and responsibilities
Active Secret Clearance
In depth knowledge of Agile methodologies and processes for development and sustainment activities
In depth knowledge in Development and Operations (DevOps) methodology
Demonstrated experience in the management of Agile projects
In depth knowledge in Continuous Integration (CI) practices and tooling
In depth knowledge in Continuous Delivery (CD) practices
Demonstrated experience as a group/team leader managing diverse engineering groups of twenty-plus employees
Demonstrated experience with architecting, designing, and deploying complex software systems and sub-systems under the software development life cycle
Demonstrated experience working with teams to coordinate, plan, integrate and deploy hardware/software ground systems and maintenance upgrades
Demonstrated experience in conducting system engineering, analytical, and problem solving activities with structured problem solving techniques
Demonstrated ability with translating complex technical information into understandable (layman) terms
Demonstrated experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
Demonstrated experience in working in dynamic environments requiring ability to assess and prioritize tasks, managing time and resources to meet assigned deadlines
Demonstrated leadership experience with excellent interpersonal skills
Excellent written and oral communication skills, including presentation skills
Ability to travel
Experience in satellite command, control and communications, operations, security engineering, and/or network software architecture
Experience and technical knowledge in satellite ground systems, including software, and communications architecture
Experience with Windows, IBM AIX, and Linux operating systems
Experience with maintenance of complex software systems written in C++, C, and JAVA integrated with COTS
Ability to establish & maintain good working relationship with all levels of the org, including government customers, prime contractors, IPT members, other IPTs, supporting functional organizations
Hands-on program/project management skills, particularly exp. with earned value management systems, cost & schedule tracking, risk & opportunity mgt
Knowledge of related disciplines: system engineering, integration, test engineering, quality engineering, configuration/data management
Ability to quickly come up to speed on technical & management efforts currently underway
Self-starter: proactive in determining goals & objectives & pursuing the necessary course of action
Requires a bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and minimum of 10 years of prior relevant experience
