As a member of the Senior Leadership Team (SLT), the Senior Business Officer has responsibility for the financial and administrative functions of the USCRG. S/he develops and administers the entire budgeting process for the Company Radio Group. S/he also oversees several key administrative functions related to human resources, real estate management, grants management, compliance and others to successfully track performance of the Company Radio Group. This includes maintaining a fiscally sound budget and ensuring that the USCRG is compliant with all relevant university policies as well as state and federal guidelines, regulations and laws.
As a key member of the USCRG Senior Leadership Team, s/he contributes to the overall vision, strategy and priorities of the USCRG.
Responsibilities and Duties
The major responsibilities and duties of this job include:
Manages and oversees all business-related functions for the USCRG and creates agile budget strategies to support an emerging future state. Ensures the financial stability for key future priorities by bringing new perspectives and models that will sustain current and future priorities.
Leads, drives, and administers the strategic development and planning for USCRG’s budget. Helps to determine and lead the short and long term budget objectives. Works in collaboration with the President and SLT members on an ongoing basis while also interacting effectively with the university’s budget systems and processes.
Provides administrative support with grant proposal preparation, project budgeting, expenditure approvals and ensures reporting requirements for all areas.
Tracks and monitors all budget activities, produces financial reports for leadership, and authorizes expenditures within established limits and university policies.
Prepares monthly financial forecasts and labor planning reports. Evaluates and analyzes all financial reports and data to develop conclusions and recommendations. Conducts monthly financial oversight meetings with individual SLT members to review financial summaries and address action items.
Coordinates, organizes and completes complex projects of a financial nature that require the identification and extraction of data, evaluation, interpretation, analysis and summary of data findings.
Processes payroll and coordinates affirmative action alignment with the FCC/EEO requirements, employment, compensation benefits and employee relations. Responsible for the onboarding of employees to ensure timely and accurate processing of payroll.
Conducts or delegates and oversees all financial transactions for the Company Radio Group, including accounts receivable and payable, personnel and purchasing.
Oversees the annual financial audit and leads the PCI Task Force, which handles the annual PCI audit.
Assists with PWC annual audit related to grant funding from the Corporation for Public Broadcasting to ensure CSG compliance and certification requirements are met.
Serves as the human resources coordinator for USCRG including coordinating with USCRG’s managers on hiring, onboarding, payroll, annual performance evaluation processes, performance disciplinary procedures, and various employment leaves and ensures regular communication and connection with head of HR for University Relations.
Oversees transmitter site leases for 11 transmitter sites, working closely with Company Real Estate and the CTO to ensure leases are renewed and stay current.
Minimum Education: Bachelor's degree, Combined experience/education as substitute for minimum education Minimum Experience: 5 years, Combined education/experience as substitute for minimum experience Minimum Field of Expertise: Progressively responsible financial experience providing a strong knowledge of generally accepted accounting principles and practices as applied in the university's financial operations.
