Job Title: Human Resources Consultant - Talent Acquisition

Under general supervision, consult with organizational unit hiring managers to identify staffing needs, align organizational staffing objectives with employees and management in designated business units, performs professional, technical and analytical Human Resources (HR) duties; provides professional and technical assistance to Company staff as needed.

Essential duties and responsibilities may include, but are not limited to, the following:
Provides advice and consultation to Company staff on the interpretation and correct application of policies & procedures; delivers HR programs and services with confidentiality and professionalism.
Consults with management, providing HR guidance when appropriate. Provides collective bargaining agreements guidance and interpretation within the scope of staffing.
Performs work within scope of authority and training in assigned area of responsibility; duties may vary according to job assignment.
Develops job advertisement for job postings and works directly with hiring managers to fill vacant positions.
Screens candidate pools for minimum qualifications.
Conducts comprehensive staffing file reviews in reconciling budget every year.
Maintains in-depth knowledge of HR policies/procedures related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with the legal department as needed/required.
Set new hires’ salaries within the HR parameters and submit offer letters.
Develops and implements HR programs and services as assigned; assists with planning, developing and presenting programs and services; assists with implementing training and testing programs.
Monitors program compliance with regulations and standards; evaluates HR programs, and develops recommendations for changes.
Supports the Company departments and staff by providing standard HR functions and assistance.
Assists with recruitment process; monitors process to assure compliance with HR policies; coordinates interview, testing and selection; coordinates with hiring managers.
Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations and analyzes results; collects financial, technical and administrative information and compiles data for project reports.
Assists Company staff with special projects, technical research, and data analysis; evaluates HR data reports, updates databases and files, and corrects data as needed.
Performs various administrative functions within the HR Department; processes transactional information; performs experienced technical records management duties; performs data entry and record updates for employee tracking, records maintenance and database management.
May assist with recruiting bilingual and diverse staff.
Coordinates cross-training of HR staff in a wide variety of technical HR functions; provides specific technical training to staff as directed.
Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and Company staff; acts in a manner that promotes a harmonious and effective workplace environment
Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
Maintains absolute confidentiality of work-related issues, records and Company information.
Assists as needed with collective bargaining negotiations and strategy development. Accesses highly confidential documents relating to the bargaining process and maintains strict confidentiality of document content and meeting discussions.
Other duties or tasks may be assigned on an as-needed basis
At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
Education, Training and Experience Guidelines
Bachelor’s Degree in Human Resources, Business or Public Administration, or related Company; AND two (2) years of professional Human Resources generalist experience; OR an equivalent combination of education, training and experience as determined by Human Resources.
Organizational and functional responsibilities of HR Department work groups.
Principles and practices of public sector personnel administration and effective customer service.
Principles of confidential records and file management.
Specialized software applications, including Human Resources Information System (HRIS).
State and Federal laws, statutes, rules, codes and regulations governing HR/Staffing functions.
Organizational and functional responsibilities of HR Department work groups.
Interpreting and applying state and Federal rules, ordinances, codes and regulations.
Organizational skills and attention to detail.
Prioritizing multiple tasks, and delegating tasks and authority.
Answering questions, advising staff and management.
Ability to comprehend, interpret, and apply the appropriate sections of applicable collective bargaining agreements, guidelines, regulations, ordinances, and policies.
Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.

Entering data into a computer system with speed and accuracy.
Promoting and enforcing confidential work practices.
Providing effective customer service on HR/ Staffing Issues
Reviewing documents and extracting relevant information.
Establishing and maintaining effective working relationships with co-workers and clients.

Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Company Driver’s License may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
