Conducts complex investigations into allegations of discrimination submitted to the District through Equal Employment Opportunity Commission (EEOC) charges and Title IX violation allegations. Facilitates and manages Board policy related to employee and public complaints. Updates and revises the annual Employee Handbook and Performance Management Manual. Manages the District’s nonrenewal and termination functions for both Chapter 21 and at-will employees at all times. Provides guidance and trainings to District supervisors for all aspects of performance management counseling and documentation. Reviews District documents related to required State Board for Educator Certification (SBEC) reporting of misconduct allegations for separating employees.
ESSENTIAL JOB FUNCTIONS
EEOC Charge Management
◦ Conducts complex investigations into allegations of discrimination submitted to the District through EEOC charges.
◦ Develops, revises, and submits the District’s response to EEOC charges demonstrating the District’s adherence to related state and federal laws prohibiting discrimination.
Title IX Compliance Management
◦ Collaborates with District staff to promote a positive OR ethical OR inclusive culture and climate in all District facilitates, activities, and sponsored events to ensure a professional work and learning environment compliant with Title IX law and relevant Board policies.
◦ Investigates, documents, and responds on behalf of the District to Title IX complaint allegations.
◦ Ensures timelines specified in Board policies related to complaints are adhered to, including response deadlines for supporting hearing offices; secures and documents response deadline extensions with the employee, or employee’s representative, when appropriate.
◦ Participates actively in the grievance/complaint process by assisting with research related to formal grievances and attending assigned grievance hearings.
◦ Consults with Office of Professional Standards staff, the District’s Title IX administrator, and the Director to direct complaints to appropriate departments for investigation as needed.
◦ Researches, plans, and implements best practices related to primary duties and responsibilities.
◦ Participates in appropriate professional learning activities; summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities.
◦ Maintains a thorough knowledge of all pertinent federal, state, local, and District policies and procedures concerning Administrative Services issues.
Administrative Services Management
◦ Reviews District records of misconduct allegations for separating employees; recommends reporting allegations of misconduct to SBEC for separating employees to the District based on application of state law.
◦ Ensures reports of misconduct allegations to SBEC are submitted within the timelines specified by state law.

Minimum Required Qualifications
# Bachelor’s degree from accredited college or university required;
# Bachelor’s degree from accredited college or university in English, Psychology, Criminal Justice, Human Resources Management, or Labor Relations preferred;
# Master’s degree from accredited college or university preferred.
