Description of Work
The Director of Governmental Affairs serves as the program coordinator/manager for a diversified legislative affairs program for the Company National Guard. The Director of Governmental Affairs must be able to advise the Adjutant General and other senior leaders in the division regarding sensitive governmental/legislative affairs that could affect the entire organization. This senior member of the agency’s executive leadership team serves as a member of the Adjutant General’s personal staff, and is responsible for planning, designing, and coordinating all legislative and/or governmental affairs to further the agency’s interests for the years ahead. This position has weekly interaction with the highest senior leadership, providing executive-level recommendations and status regarding legislative policy, budget formation, approaches to promoting legislation, shepherding proposals, and monitoring the legislative process. This position drafts, introduces, and pursues federal and state legislative actions to sustain or increase obligation of funds, resources, and force structure for the Company. This individual has a key role as the intra-agency primary point of contact with members of Congress, the Company General Assembly, their respective staff members, and all relevant committees. This position provides nuanced, executive level advice on the status of congressional and state affairs affecting the Company and can analyze the potential legislative aspects of Company military policies, plans, and programs. This individual gives prompt, coordinated, consistent, and factual information regarding Company policies and operations in response to inquiries received from members of Congress, the Company General Assembly, and their respective staff members.
This is a full time position (40 hours per week) with Benefits.

The Salary Grade for this position is GN14. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase or decrease MAY result.

Qualified applicants must document on the application that they possess ALL of the following:
Knowledge and comprehensive experience in the understanding of military structure and operations.
Experience completing assignments, projects, and studies which requires knowledge of the National Guard regulations and policies as applied to its dual status mission and/or experience completing assignments, projects and studies which require knowledge of Military Regulations and policies.
Documented experience working closely with senior level/ executive level internal and external customers at all organizational levels.
*Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.
Minimum Education and Experience Requirements
Bachelor’s degree from an appropriately accredited institution AND ten years of military experience including command and staff assignments involving the planning and execution of operations and general administration;
An equivalent combination of education and experience
