The Assistant Director of Accounting & Administration will act as the department?s Assistant Director, working closely with the College Access Partnerships (CAP) leadership team in financial management, compliance, and planning that allows the department to successfully implement multiple federal and private grant programs that are always evolving as current grants expire and new grants are awarded. Duties and responsibilities of the position include but are not limited to the following: * Responsible for overseeing all of the department?s financial matters, which include working closely with the Special Funds Accounting Grants Officer, Manager of Sponsored Programs, to plan and prepare all grant budgets (including but not limited to Upward Bound, GEAR UP, YES, College Advising Corps, etc.), overseeing all purchasing and reconciliation activity, and overseeing the department?s compliance with federal, state, and institutional policies to which each of the programs are accountable. * Responsible for the ongoing operation, management, and monitoring of the individual program financial tracking systems. This entails frequent collaboration with each Program Director, work units outside of the department, as well as all grant sub-awardees including but not limited to 11 school districts and 3 higher education institutions. * Responsible for regular and ongoing training for all staff who have a role in grant financial compliance, which includes direct reports as well as external partners receiving grant funds from Appalachian State University. * Supervise and lead a team of 3-6 full-time staff members responsible for direct processing of financial invoices and cost share which includes monitoring for federal, state, and institutional compliance. * Performs a number of administrative functions, including overseeing payroll activity, tracking sub-awardee progress, and preparing regular reports for senior leaders and program directors within the department. * May be called upon to assist the CAP leadership team with specific administrative and technical support functions. * Frequent communication that is both effective and professional is required on a routine basis with a diverse stakeholder base that includes faculty, staff, K-12 personnel, district administrators, finance officers, higher education administrators, and vendor partners. * Oversee the operations of the annual internal audit for GEAR UP. * Regular and ongoing analysis of business practices for financial and compliance risk. Accurately diagnose problems and provide timely, effective, and efficient solutions to ensure continuous quality improvement and financial compliance with federal, state, and institutional policies. * Complete thorough review and interpretation of policies and procedures which may result in decisions of financial eligibility and compliance.
Bachelor?s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
